Hi Thile,
you are right concerning the Program Files directory. It is not as
flexible as beeing able to install it in any given directory.
To achiev that, the simples way would be to use the path the program was
started from. You then would only have to specify the path, if the
config file was outside the ClamAv directory structure.
Nevertheless using %programFiles% would at least help to install it on
every given localized windows version.

I am happy that Nigel offers the files comprising clamav apart from the installer msi, so upgrading is just stop the daemon and copy over, uninstalling is just deleting.
