Introduction

Who we are...

The Korea-America Joint Marine Policy Research Center at University of Rhode Island (URI) opened in 1998. The center was established from a partnership between the URI in Kingston and the Korea Maritime Institute ("KMI")in Seoul, Korea. The Ministry of Maritime Affairs and Fisheries ("MOMAF") in Seoul supported the establishment of the center initially.

Established through a Memorandum of Understanding between URI and KMI, the Center is based in the Department of Environmental and Natural Resource Economics and carries out activities to improve marine policy issues of Korea and America. To this end, the Center (1) conducts joint research, (2) carries out education, training programs, and consultations, and (3) hosts an annual, high-level international Marine Policy Forum.

The Center is a focal point for professionals interested in advanced study, research, and training on coastal- and marine-related topics of joint concern to Korea and the United States. Government officials, researchers, advanced students, and industry professionals can apply to URI’s graduate programs in the departments such as Environmental and Natural Resource Economics, Marine Affairs, and other related departments. Alternately, they can apply as a short- or long-term Visiting Scholar while on leave, or for post-doctoral research.

Location

Located in southern Rhode Island, URI is conveniently sited for access to government centers and major East Coast urban areas. URI is situated between New York and Boston and is one hour from Washington D.C. by plane.

Rhode Island is the "Ocean State", and near URI there are many excellent beaches and outdoor recreation opportunities, as well as major tourism attractions, including Newport and Narragansett Bay.

The Center itself has its office in the Department of Environmental and Natural Resource Economics at URI. Currently the Center is in the Coastal Institute of new, multi-million dollar main campus facility. Included in the new Coastal Institute is a state-of-the-art Policy Simulation Lab.

Center Activities

What we do...

Major activities of the Center include:

Joint Research on emerging marine economics and policy issues affecting Korea and the USA. Recent topics include:cost to fisheries from marine sand mining, coastal economics, natural resource damage assessment from oil spills and hazardous substances, coastal tourism, natural hazards and container shipping and ports in an integrated world economy. Research results are distributed through Forum Proceedings, refereed journals, and in Occasional Papers distributed through the Center (see list of papers below). The Center is amassing a large collection of publications, newsletters, and other materials on oil spills, fisheries, trade flows and containerized goods to be used by interested researchers and students.

Short-Term Training Programs on issues such as seafood marketing and trade, coastal resource valuation, natural resource damage assessment, fisheries management, and other marine projects. Training is carried out at URI, KMI, and at other sites.

Graduate Degree Programs. The Department of Environmental and Natural Resource Economics offers Master’s and Ph.D. degrees. Graduate degrees also can be pursued through Marine Affairs and other departments at URI.

Visiting Scholars and Faculty. Professionals from academia, government officials and industrial staffs are encouraged to apply to URI as Visiting Scholars or, in special cases, as a Visiting Faculty.

An annual International Forum that brings together leading scholars and policy makers to examine current and emerging marine policy issues. The Forum alternates between Korea and Rhode Island, and the First Forum was held in October 1998 in Korea.

 

Training Programs and Workshops:

Workshop on Fishing Capacity
A Center-organized workshop on Estimating Fisheries Capacity: Concepts and Methods--Implications for Korea was held at Korea Maritime Institute in Seoul in October, 2000. The workshop was driven by international efforts to better define fishing vessel capacity as part of a movement to reduce worldwide fishing capacity and pressure on fisheries. About 10 staff members from KMI, MOMAF and universities participated. The Workshop was coordinated by Professor Jon Sutinen of URI and run by Professor James Kirkley of the Virginia Institute of Marine Sciences and Mr. John Walden of the National Marine Fisheries Service, National Oceanographic and Atmospheric Administration, NOAA, US Department of Commerce. Productivity concepts underlying the measurement of capacity were introduced, and hands-on computer tutorial exercises using state-of-the-art software were employed to illustrate the estimation of fishing vessel capacity using example data.

Typhoons: Risk Assessment and Management
The Workshop was held at the Korea Meteorological Agency with about 15 Korean professionals present. Professor Isaac Ginis of the Graduate School of Oceanography, University of Rhode Island, presented a workshop on his state-of-the art model to predict the direction, intensity and flood potential of typhoons. This is a linked atmosphere-ocean model and significantly improves prediction accuracy as compared with earlier models. Application of the model to several typhoons and hurricanes was described, and the importance of linking the model with economic damages due to storms was noted.

Oil Spill Response and Contingency Planning
The Workshop was held at KMI with 25 Korea professionals in attendance. Mr. Gary Reiter (Lt. Commander, USCG-Ret.) presented a paper at the Workshop to discuss logistics and best practices for responding to spills and development of sound contingency plans to control coastal pollution, especially oil spill.

Natural Resource Damage Assessment (NRDA)
A Workshop on NRDA was held at the Korea Maritme Institute in October,1999. Presented by Professor Thomas A. Grigalunas, Center Director and Distinguished Visiting Scholar at KMI, the Workshop covered concepts, methods, procedures, and issues in NRDA for marine pollution. Some 20 professionals from KMI, industry and universities participated.

New (2008-2009) Research Projects

1. Fishery Co-management in Korean Coastal Fisheries

Major Contents: Major Contents: The overall goal of the proposed research project is to understand the effectiveness of co-management and their institutional arrangements in how small-scale fishers in Korea deal with three major challenges in fisheries: low profitability, declining stock, and high risks. To meet this goal, we have three specific objectives. 1) We will carefully document and categorize Korean fishery cooperatives by their functions, i.e., types of self-imposed regulations (if any), existence of operational coordination, and other “rules of the game” that would alter the incentive structure of individual fishers. 2) We will examine the relationships between the characteristics of cooperatives and their outcomes, in aim to determine the success factors for enhancing profitability and fish stock. 3) We will focus on risk-coping strategy and examine which types of arrangements are effective in dealing with ex-ante and ex-post risks in terms of economic performance (e.g., income fluctuation) and fishing operation (operational hazards).

2. A New Model for Comparing International Port Competitiveness: A Study of Key Ports in Korea, US, and China

Major Contents: International port competition, especially in Asia, is fierce. Port managers, and government planners and policy makers need to evaluate the competitiveness of their ports. Shippers also need to evaluate competing ports. The current measures of port competitiveness are not comprehensive. Stakeholders need a better measure. This research project will develop a new of port competitiveness that is significantly more robust than those in the current literature. Data to run the model will be gathered, and a set of implications for port management in Korea and the US will be developed from the results. It will be of great value to port managers, government planners and policy makers, and supply chain managers, in both Korea and the US as well as academics involved in port research.

3. A study on marine tourism focused on the policies to upgrade marina and yacht industry in Korea

Major Contents: Marine tourism is an infant stage in Korea and many forms of marine tourism activities utilized in developed countries such as USA, etc. are not activated. But with the recent introduction of 5 day work week and the achievement of US $ 20,000 of per capita GDP, the need for and the diversity of marine tourism is expected to become increased in the near future. Therefore, it is urgently necessary to study on the policies for the enhancement of marine tourism towards US $ 30,000 of per capita GDP in the future. Development of marinas (hardware developments) has been actively planned by the central and local government in Korea these days to accommodate newly arising demand on yachting and motor-boat riding. But policies to enhance yacht riding activities (so-called software) are not introduced by the central or local governments. The governments do not know means for that policy, so to speak, how to handle, where to promote, what and when to do, for the promotion of the yachting activities and marina development. Hence it is required to introduce new finance and insurance methods for yachting activities, to promote education of people through yacht schools and purchasing yachts, and to set up policies to boost the yacht manufacturing industry after researching the cases of developed countries including USA. This study will try to focus on the policies for yacht industry and development of marinas to boost those activities in Korea after the review of the cases in USA. .

Year 2007

1. A Strategic Choice Model of China Shippers for Shipping Services and T/S ports - Shandong Province Case

Major Contents: This study will develop a model of Chinese shippers' route choice behavior for shipping service and apply this model to analyze the competition among the Northeast Asian ports. In this model the shippers will strategically choose the logistics route to minimize their costs, which will predict the T/S container throughput of the hub ports. Predictions will be based on logistics costs, including the costs of transportation and storage and the costs of transit time from origin to final destination.

2. Enforcement and Compliance of Korean Fisheries Regulations

Major Contents: The scope and methodology of this study are (1) to describe enforcement and compliance of the Korean fisheries regulations; (2) to compare the compliance with fisheries regulations as well as illegal fishing situations in Korea, with those of the advanced fisheries nations; (3) to classify major factors associated with illegal fishing (e.g. criteria factors: illegal gain ? expected penalty, moral obligation, social Influence, opportunity cost of transferring job, risk proportion of penalty etc.); (4) to set up a socio-economic theory of regulatory compliance, and (5) suggest recommendations for improving compliance services: the level of non-compliance, long-term compliance strategy plans, and cost-benefit analysis of compliance programs, compliance risk assessments, etc.

3. Implications of Electronic Marketplaces in Vertical Market: The Case of Korean Fishery Industry

Major Contents: One of the major benefits of e-Marketplace is to the creation of new models that change and improve a supply chain network as proven in various industries. Most interesting is the conversion of a linear supply chain into a hub. We propose to simplify this lengthy process to a digitized hub-shaped e-marketplace. As a result of the conversion, the market efficiency will be enhanced by numerous factors related. Those factors may include product price, various transaction costs, information sharing efficiency, process innovation, mass product customization, and enhanced product and service quality. We investigate the dynamics of those factors and their effects on the efficiency of e-marketplace using mathematical modeling and empirical testing methods.

1. A study on Assessment of TAC for Multi-species and Multi-gears- An Assessment of TAC for A Single Species and Multi-gears / Multi-species and Multi-gears

Major Contents: This study is (1) to adopt models of a single-species and multi-gears/multi-species and multi-gears suitable to Korean fisheries circumstance; (2) to analyze TAC level and net economic benefits in single and multi-species fisheries from our developed model; (3) to suggest political alternatives for TAC assessment of a single-species and multi-gears/multi-species and multi-gears from the results analyzed .

2. A Strategic Model of Competition among Container Ports in Northeast Asia

Major Contents: This study is (1) to identify two ports, one Korean and one non-Korean western Pacific port, which are engaging in infrastructure development to compete for future business; (2) to identify development plans each port has, and how each plans to defend its existing market share from development by the other port; (3) to develop a game theoretic model of competition between two container ports; (4) to apply the game theoretic model by determining the available development and market defense actions available to each port, and determining the payoffs to each port from each possible combination of actions.

3. Perspective on the Economic Costs of Beach Erosion Because of Marine Sand Mining in Ongjin, Korea

Major Contents: This study is to determine the external cost of changes in the physical environment from marine sand mining. Specific purposes are (1) to investigate the affects of depth, current, and wave changes of sand mining; (2) to examine the impact of shoreline erosion, including loss of beaches from the cumulative mining; (3) to estimate lost value of shoreline area.

4. Comparative Analysis of Ocean Governance: Republic of Korea and the USA

Major Contents: This study will examine the ongoing efforts in the United States and the Republic of Korea to develop and advance integrated, ecosystem-based management of coastal and ocean areas. It will examine changes and proposed changes in institutional arrangements and policies and the opportunities for and constraints on advances in ecosystem-based management in comparative context.

1. Ecosystem-Based Fishery Resource Management: Lessons and Implications

Major Contents: This study will lay the ground for possible introduction of ecosystem-based fisheries management (EBFM) in Korea. The study will (1) define EBFM, (2) provide an overview of the history and trends of international discussions of EBFM, (3) review selected experiences with implementing EBFM, (4) describe potential problems with introducing EBFM in Korea context, and (5) outline future directions which might be taken to enhance the effective introduction of EBFM in Korea.

2. TAC Assessment Models (TACMs) for Multi-Species Fisheries Management

Major Contents: The potential for introduction of alternative TACAMs for Korea will be addressed using the experience in selected fisheries countries, likely: the USA, New Zealand, Iceland, and Norway. Based on these case studies, this study will suggest TACAMs for multi-species suitable to Korean fisheries circumstances. Biological, economic and institutional aspects of fisheries will be examined in order to provide useful information which Korea might consider in possibly adapting TACAMs relevant to Korea .

3. Costs to Commercial Fisheries Due to Marine Sand Mining in Korea: Phase III

Major Contents: This project will attempt to substantially refine and extend the Phase II analysis, in several ways: (1) new biological information on fishery seasonal abundance for the Ongjin area will be used, (2) we will attempt to expand our model of losses to commercial fisheries from sand mining by incorporating available data on excess mortality to larvae because of sediment plumes or loss of bottom larvae due to mining, (3) we will seek to refine estimates of the link between the depth of excavation at a site and the resulting delay period before bottom habitat begins to recover (longer delays for bottom recovery means higher costs to commercial fisheries), (4) we will use the new and improved results of this project not only to refine estimates of losses to commercial fisheries but also to simulate selected mining policy options, such as evaluating different consecutive years of mining at a site, deeper dredging )and hence potential longer recovery period), seasonal restrictions ( environmental "windows"), and variation on the size of the area which can be mined .

4. Maritime Boundaries

Major Contents: This project will analyze the significance of the 1951 San Francisco Peace Treaty to the sovereignty of the Dok-Do. In particular, this study will examine: (1) the status and legal concepts related to peace treaties and the settlement of disputed teritories according to principles of international law, (2) international cases involving the settlement of territorial disputes and peace treaties, (3) the status of Dok-Do in the 1951 San Francisco Treaty, (4) an analysis of the positions of Korea, China, Russia, and Japan with regard to the proper interpretation of the 1951 San Francisco Peace Treaty, and (5) the relevance of the 1951 San Francisco Peace Treaty to the sovereignty of Dok-Do. Research materials will be collected in Korea and Japan.

The economic efficiency and cost-effectiveness of new regulatory and incentive-based approaches for controlling pollution of coastal waters will be examined for their relevance to Korea context.

6. Fees in International Straits--Implications for Korea

International straits increasingly are calling upon user states to contribute to financing the costs of navigational aids and safety measures used by international vessels. This study will develop a framework for examining user fees in international straits and then estimate, for different hypothetical fee arrangements, the size and distribution of fees among states using the Straits of Malacca.

Financial Support

Modest funding is available to help visitors participate in Center activities. For academic degree programs, most academic departments at URI provide financial support to graduate students on a competitive basis. Those who are interested in a graduate program should apply to the department of interest to learn funding opportunities, application methods and deadlines, etc.

The Center has available a special $2,500 Fellowship. This Fellowship is intended to encourage excellence in marine policy and economics and will be awarded to a new outstanding student from Korea who enrolls in URI’s Ph.D. program in Environmental and Natural Resource Economics. The Fellowship is a cash award, made in the form of payments divided at the beginning of the student’s first two semesters at URI. In addition to the Fellowship, any other support will be provided to the recipient.

The Center also sponsors an annual Student Essay Competition. Finalists are invited to present their essays at the annual Forum, awarded with a cash prize and supported to attend the Forum.
