Kevin Rudd, the Australian prime minister, is under growing pressure to use his "special relationship" with China to intervene over the detention of four Rio Tinto staff members.

ケヴィン・ラッド首相に対して、リオ・ティント従業員4名の拘留事件に介入すべく中国との「特別な関係」を使え、との圧力が増大している。

Mr Rudd, who on Monday returned to Australia after a week in Europe, has so far refused to directly call on his Chinese counterpart to release Australian iron ore executive Stern Hu and three of his Chinese colleagues.

一週間に亘る欧州訪問から月曜日に帰国したラッド氏はこれまでのところ、オーストラリアの鉄鉱石企業の幹部、スターン・フーと中国人の同僚3名の釈放を、中国の首相に直接要請することを拒絶している。

The group are being held in Shanghai on suspicion of stealing state secrets, a situation that is posing a diplomatic headache for Australia because of its heavy trading ties with China.

社員等は国家機密を盗んだ容疑で上海に拘留されているが、中国との貿易関係が強力なことから、この状況はオーストラリアに外交的頭痛を生じている。

Julie Bishop, the opposition foreign affairs spokesman, has demanded Mr Rudd, a former diplomat to Beijing and fluent Mandarin speaker, and Stephen Smith, the foreign affairs minister, personally intervene in the case.

野党の外交問題担当報道官ジュリー・ビショップは、元北京駐在外交官で北京語が流暢なラッド氏とスティーヴン・スミス外相に、この事件に個人的に介入するよう要求した。

“If the reports are true, it shows that this is a highly political matter and the Rudd Government should not leave it to the bureaucrats to deal with as just another consular matter,” Ms Bishop said. “We have been calling upon Mr Smith to contact his counterpart foreign minister for days.”

「報道内容が真実ならば、これは非常に政治的な問題であり、ラッド政権はこの対応を単なる領事館問題の一つとして官僚任せにしておくべきではない、と示している」ビショップ女史は言った。
「我々は何日も前から、スミス氏に中国外相に連絡するよう要請している」

Ms Bishop said Mr Smith appeared to have already given up on securing justice for Mr Hu and had resorted to searching Chinese government websites for information about the men.

ビショップ女史は、スミス氏は既にフー氏に正当な対応を確保することを断念してしまい、彼等に関する情報は中国政府のHPで検索することにしたようだ、と述べた。

“While the Government procrastinates Mr Hu has no access to his family, his employer, any legal representation and we now learn that even consular officials will not visit him for another month. The actions of the Chinese government appear intent on humiliating the Rudd Government.”

「政府が手をこまねいている間、フー氏は家族に連絡することも、雇用主や弁護士に連絡することも出来ない。そして今度は、領事館の職員ですら後一ヶ月間は彼に面会出来ないとわかった。中国政府の行動はラッド政権を侮辱することを意図しているように見受けられる」

ゴマメの父君が中国共産党の笑い者という話は広く知れ渡っているわけですが、同じ図式ですね。

Her demands come as reports in the Sydney Morning Herald claimed Hu Jintao, the Chinese president, endorsed the investigation into Rio Tinto that led to the detentions.

彼女は要求したのは、シドニー・モーニング・ヘラルド紙が、胡錦濤主席が逮捕拘留につながったリオ・ティント捜査を承認した、と報じたときだった。

The opposition were not alone in their criticism of Mr Rudd's handling of the situation.

ラッド氏の対応を批判しているのは、野党だけではない。

Mr Rudd is known for his close relationship with China's leadership, phoning Premier Wen Jiabao in September 2008 to discuss the unfolding financial crisis and addressing President Hu Jintao in Mandarin at a 2007 regional leaders' conference.

ラッド氏は中国首脳陣との近しい関係で有名であり、2008年9月には金融危機の状況について話し合うべく温家宝首相に電話をかけ、2007年の地域の首脳陣の会議では北京語で胡錦濤主席に話しかけた。

During his 2007 election race, he also promised deeper Australian engagement with Asia, and especially China, built on his tenure as first secretary to the Beijing embassy in the 1980s.

However, there was growing confusion in Australia over why those links had not been used to help Mr Hu.

"Where, precisely, are Prime Minister Kevin Rudd's fluent Mandarin and diplomatic finesse when we need them?" said an editorial in the Herald Sun, Australia's biggest selling newspaper.

「正にそれを必要としている今、ケヴィン・ラッド首相の流暢な北京語と外交的手腕はどうなったんだ」オーストラリアで最も売れている新聞、ヘラルド・サン紙の社説は記した。

The sentiment was echoed in an opinion piece by Glenn Milne in the Australian, who wrote: "What we are now witnessing is the harvest of Rudd's mismanagement of the China relationship... Rudd is fond of telling us of his phone conversations with heads of state. Now is the time for just such a conversation. If not for the sake of the bilateral relationship, at least for the sake of Stern Hu."

ザ・オーストラリアン紙でのグレン・ミルネのコラムでもこの所感は賛同を得た。

Mr Smith on Monday refused to comment on the allegations that President Hu had been involved in the case and said appeals were being made through the proper diplomatic channels. He had previously admitted that securing the release of the Rio employees could be "a long haul".
