The government issued safe conduct on the sea in order to track down Hong Gil-Dong 's party.

Hong Gil-Dong 's party was isolated by the government troops. The party decided to go up to Gwangyang-hyeon (now Gwangyang bay of Suncheon) on the south coast of Jeolla Province, divided into two teams.

By setting the base in Joryong and Mungyeongsaejae of Chungcheong Province and Hongju and Gongju as main living place, they expanded the power to the whole place of Chungcheong Province. They built a fortress on the peak (614m) of Museong Mountain of Gongju and lived together fighting against the government troops. During that time, even high-ranked officials such as Gui-Son Yeom, as well as local heads, and other governmental officials sided with Hong Gil-Dong’s party.

Hong Gil-Dong 's party turned themselves to the government troops willingly. They were moved to Seoul and kept in Eugeumbu being charged with Kangsangjoi (sin to represent himself to be a government official).

Punished to be to be in exile in Samcheon-ri, Namhae.
