MEMORANDUM FOR : IMPERIAL JAPANESE GOVERNMENT
THROUGH : Central Liaison Office, Tokyo
SUBJECT : Repatriation of Non-Japanese
1.Reference is made to Memorandum for the Imperial Japanese Government, file AG 370.05 (7 May 46)GC (SCAPIN 927), dated 7 May 1946, subject, "Repatriation", as amended.
2.In order to complete the repatriation of non-Japanese national still in Japan, who are eligible for and desirous of repatriation, and to effect the onward shipment of non-Japanese nationals who are being repatriated via Japan, the following procedures will be followed:
a.Ryukyuans, Chinese, Formosans and Koreans destined for Korea south of 38゜North Latitude, now in Japan and who are eligible for repatriation, will be assembled at Sasebo Reception Center, processed for shipment, and held in the Sasebo Reception Center pending shipping instructions.
b.Repatriates arriving Japan for onward shipment will be received, cared for, assembled at Sasebo Reception Center, processed for shipment and held in Sasebo Reception Center pending arrangements for onward shipping.
c.Repatriates will be embarked on shipping as designated.
3.In view of the fact that outgoing repatriates will often be in small groups, it will be necessary to utilize shipping other than that regularly assigned to repatriation service. In such cases the Imperial Japanese Government will provision the ships to accommodate the repatriates to be embarked in the same manner as prescribed for regular repatriation shipping.
4.Upon notification that repatriates are to be outloaded on other than repatriation shipping, the Imperial Japanese Government will:
a.Provision the ships in accordance with above instructions.
b.Move the repatriates from Sasebo Reception Center to the port from which the ship is scheduled to depart, coordinating the movement so that repatriates will be in the port of departure a minimum length of time.
c.Instruct the masters of the ships in the procedures to be followed in receiving repatriates, care of repatriates while aboard ship, and delivery to appropriate authorities at the port of debarkation.
5.Ryukyuan repatriates will be outloaded as shipping is available and not to exceed:
a.300 for Okinawa and 200 for Amami O'shima aboard each ship.
b.One ship per week.

2.送還の希望と資格を有しまだ日本にいる日本人の送還を完了し、日本経由で送還される非日本人の更なる輸送を実行するために、以下の手順に従うこと
a.送還の資格を有し現在日本にいる琉球人、中国人、台湾人及び北緯38度以南の朝鮮/人を佐世保引揚援護局に集合させ、輸送の処理を行なって、乗船指令まで佐世保引揚援護局に留めること
b.輸送のため日本に到着する送還者は佐世保引揚援護局に於いて、受け取り、世話、集合させ処理を行なって、更なる輸送の準備まで佐世保引揚援護局に留めること
c.送還者は指定された船舶に乗船すること
3.送出送還者がしばしば小グループであるという事実から見て、定期的に指定された送還便以外の船舶を利用することが必要である。そのような場合、日本政府は、送還者を収容するため定期的な送還船舶に規定されたのと同じ方法で乗船する船舶を供給すること
4.送還船舶以外での送還者の送出の通知と同時に日本政府は
a.上記の指示に従って船舶を供給すること
b.送還者が最小限の時間出発港にいるよう移動を調整し、佐世保引揚援護局から船舶が出発する予定の港に移動させること
c.船長に、送還者受け取りの手順に従い、乗船中送還者の世話を行ない、上陸港の適切な官憲に届けるよう指示すること
5.琉球人送還者は利用できる船舶で送出し、以下を超えないこと
a.それぞれの船舶に、沖縄へは300人、奄美大島へは200人乗船させること
b.1週間に1隻
