You can start from turning most of American GIs stationing overseas into monks. I believe this because, no matter what, there are always going to be prostitutes.
If we legalized it, then we could require mandatory testing to prevent the spread of STDs, and the government could tax all that income. Also, if it were regulated we could make sure that people aren't being forced into prostitution in order to pay off debts and things like that. I think people should be allowed to work as prostitutions if it is purely their own choice, but when women are forced into it, that is very wrong.
