Recent News and Updates |
23 Dec 2008 (La Nación-Asunción) Paraguay's banking association, the Asociación de Bancos del Paraguay (ABP), has announced that, in addition to the usual December 31 bank holiday closing, this year banks in Paraguay would close at noon on both Wednesday December 24, and Tuesday December 30, 2008
26 Jul 2008 (ABC-Asunción) Arguing that mid-week closures of businesses hurt productivity, the leader of Paraguay's leading trade association, the Federación de la Producción, la Industria y el Comercio (Feprinco), Max Haber, has indicated that he will soon meet with the government to petition it to start using its discretionary powers to move mid-week public holidays to the following Monday, powers that were given to it by law 1723/01, but have so far rarely been used.
16 Jun 2007 (Mercopress) Paraguay will be going to the polls on April 20, 2008.
01 Mar 2007 (Portal Paraguayo de Noticias) Heroes' Day (Día de los Héroes) will be celebrated on Thursday March 1st, this year, as the executive branch has decided, in this case, not to use to powers it has to move most public holidays to the next Monday (article 1 of law 1.723/01).
26 Jan 2007 (La Nación) The Public Health Minister, Oscar Martínez, announced today that the executive branch would release a decree mandating a national day off on Monday January 29, akin to a public holiday for business purposes, in view of the recently increased risk of dengue fever.

Background Information |
Governing Law: Official public holidays in Paraguay are regulated by the Ley 8/90 del 6 de junio de 1990 por la cual se determinan los feriados de la República, además de los domingos which re-grouped into a single text of law all previous holidays bills such as Ley 69 de fecha 20 de abril de 1914, incluye como feriado nacional el dia 12 de Octubre, fecha del descubrimiento de America and by the lay 1601 of 2000. The laws of 1990 and 2000 were later amended by Law 1723 of 2001, which gave discretionary powers to the executive branch to move annual public holidays that fall mid-week, to the nearest Monday, except for some patriotic and religious public holidays. However, this discretionary power is not systematically used. In fact, former president, González Macchi, tried to do it one year for the June 12 and August 15 holidays, and had to rescind his decree, hours after issuing them, due to vociferous protests (the usual "moving religious dates is atheism, and moving historical dates is un-patriotic" criticism).
Battle of Boquerón Day: On September 19, 2000, the President and Minister of the Interior used article 238-12 of the Constitution to submit a "Proyecto De Ley "Que Modifica El Artículo 1 De La Ley N 715/95 "Que Amplía La Ley No08/90 Por La Cual Se Determinan Los Feriados De La República" and which made the September 29 Battle of Boquerón Day a new public holiday in Paraguay.
Mid-Week Public Holidays: Article 1 of the law 1.723/01 authorizes the Executive Branch to move most public holidays to the following Monday, except 4.
New Year's Eve: The end-of-the-year bank holiday covers banks and all financial institutions, and is governed by Executive Decree Nº 9131 of December 23, 1949, which specifies that "declárase feriado bancario el último día hábil del mes de diciembre de cada año" (ie. the holiday occurs on the last working day of the year).
