According to Sagamihara Police Station, Shinya Ishii from Chofu Police Station allegedly exposed himself by unzipping his pants in front of a 31-year-old woman on a train at about 8:40 p.m. Friday.

He tried to transfer trains at Hashimoto Station, the last stop on the line, but the woman reported the man to a station employee, and he was caught before he could board the other train.

Ishii told the police he had had some drinks after work and that he recalled exposing himself, according to the police.

The Japanese language Internet is awash with rumors that schoolgirls in the central Japan prefecture wear the skimpiest uniforms of anywhere in the country.

Local schoolboys seem to agree, saying one school in particular is known for its micromini uniforms.

"When the girls from the school all get off the train together in the mornings, it's a real sight to see," the schoolboy tells Weekly Playboy, adding that many people deliberately go to look. "We call it the Schoolgirl Rush Hour in these parts."

Shiga schoolgirls don't deny their reputation either.

"Shiga's the sticks, right? Well, long dresses might be popular in the cities, but it takes ages before the trend gets picked up around here. Besides, Shiga girls always wear minis," one schoolgirl from the prefecture says. "We look good in miniskirts. What's wrong with that?"

A downside to the propensity for flashing the flesh is that Shiga Prefecture apparently attracts a disproportionate number of perverts who travel from outside the prefecture to track down the short skirts said to be on display.

It's a trend noticeable in the statistics, where 10 arrests for upskirt photo shots were made of non-Shiga residents last year compared to just three in 2004. Police admit the short schoolgirl skirts are creating problems.

"We don't know whether the rumor on the Internet ahs anything to do with it, but there has been an increase in concealed camera-related arrests and it's a bother," Shigeru Morita, deputy chief of the Shiga Prefectural Police's Railroad Police Division, tells Weekly Playboy. "We've had cases where people have deliberately come all the way from other prefectures just to take secret snapshots in Shiga."

Shiga education officials are also aware that there are problems.

"We know there was a write-up on the Net about Shiga having the shortest schoolgirl skirts in Japan, but the prefecture hasn't done a survey on anything of that nature. We are fully aware that some of our students have very short skirts," a spokesman for the Shiga Prefectural Board of Education says. "We are teaching our students to be aware that there is a danger that people will film up their skirts if they keep the hems so short."

Shiga's schoolgirls, however, say that nothing's going to deprive them of their microminis.

"There's nothing wrong with wearing a short skirt," an irate Shiga schoolgirl tells Weekly Playboy. "What's wrong are those perverts who deliberately look at our panties. Why should we have to change our fashion just because of a bunch of perverted old men?" (By Ryann Connell)

According to the police, Takeshi Hayakawa, commander of the MPD's 8th District Traffic Mobile Unit, allegedly touched the hip of a woman sitting next to him on the train at about 11 p.m. The woman seized Hayakawa and took him to staff at Minami-Otsuka Station in Kawagoe, Saitama Prefecture, who then handed him over to Kawagoe Police Station.

Hayakawa, 42, of Sayama in the prefecture, denied the allegation, the police said. He reportedly left his office at 6 p.m., and was heading home after having dinner and drinks with his colleagues near JR Tachikawa Station.

It's hard not to feel sorry for Japan's downtrodden female train commuters considering the nasty attack Shukan Post (2/9) lets loose on them in its latest edition.


After being pinched and pounded by lecherous male train travelers for decades, they finally got some relief in the form of carriages they could ride on by themselves. But now, the latest edition of Shukan Post (2/9), the country's biggest selling men's magazine, has launched into a laughable attack on female commuters for their "undignified manners."

Groping of female commuters had become such a nationwide problem late in the last century that railroad companies decided they had to do something to stop it. Rather than alleviate the horrendous crowding of cars that made carriages breeding grounds for molestation, however, the solution was seen as providing sections that only women commuters could use.

Japanese trains got their first women only carriages in 2000 when the Keio Line started them on a trial basis.

By the following year, women only carriages were being used on the JR Saikyo Line serving the link between Tokyo and Saitama (and generally regarded as the line where gropers were most notoriously active). By 2005, train services in all Japan's major cities had women's only carriages in operation for at least the busy morning rush hour.

Women have widely welcomed the sex segregated services.

"You can feel at ease during the morning rush hour because there are no gropers about," one woman tells Shukan Post.

Another adds: "I'm glad I can ride the trains at night now without having to worry anymore about some drunk trying to come onto me."

Others haven't been too happy. Opponents of women only carriages have pointed out that crowding is nowhere near as bad in the segregated carriages, which gives women unfair treatment in what is public transport with a duty to be equal to all. Other fringe elements have also formed organizations opposed to the preferential treatment. Nonetheless, society at large has strongly supported the women's only car concept.

Except, it seems, Shukan Post, which unleashes its attack in a pictorial spread over three pages (featuring women whose behavior would hardly offend most sensibilities) and writes its story in indignant tones like the following:

"Women start applying make-up here, there and everywhere in the carriage as though they're sitting in front of the mirror of their dressing board at home! Office ladies are slathering on foundation and you can see their office face appearing right before your own eyes. I bet you'd never see this happening in a carriage where there were men around," Shukan Post rants.

The men's magazine continues in the same up-in-arms tone: "You can even see some women eating! And others blab away for ages on their mobile phones. There's no end to their poor manners."

The men's weekly then rounds off its article quoting writer Chiaki Aso to back up its claims.

"These women don't realize that they could be making some people uncomfortable when they're putting on their make-up, but I guess the lack of awareness of other people's feelings is a sign of the times. They're like that in carriages where men and women ride together, so when they get in a place where there're only other women, it's no wonder they get lazy," the incensed writer gripes to Shukan Post. "I think they should be more concerned about their own adherence to public morality before they do their make-up." (By Ryann Connell)

"Since I saw it, I've been afraid to get on a train," a fortyish salaryman confides to Asahi Geino (2/Cool.

In Japan, it seems, those suspected of "chikanery" are considered guilty until proved innocent. Which might be difficult to do: After all, you were there, your hands were free to roam, and any potential witnesses either had their eyes glued to their cell phone screens or were in cloud cuckoo manga land.

In the abovementioned movie, a prosecutor offered the accused a plea bargain. "If you admit your action unequivocally, you'll be fined. No different from a traffic violation." But the man smelled a trap and stuck to his guns, insisting, nope, he'd never touched her.

"It's no easy task to prove one's innocence," says journalist Masaki Ikegami. "If the case goes to court, the prosecution's rate for successful guilty convictions is running 99.9 percent.

"It's assumed that women who are willing to admit to the shame of having been groped are to be completely believed, as far as identifying their assailant," he adds.

So to keep its readers out of trouble, Asahi Geino provides what might very well be the most comprehensive advisory ever published on how to avoid being falsely accused of groping.

- Get an early start. If possible, depart from the first station on the line. Considering the extra outlay to purchase a reserved seat ticket.

- Be especially careful if you commute on express trains with long intervals between stops.

- If you're standing, grasp the strap with both hands, so they are visible to everyone in your proximity.

- Turn your back towards women standing close by.

- If you happen to bump against a woman, say "Pardon me" in a voice loud enough to be heard by other passengers and change your position.

- Under no circumstances should you stand beside girls of middle school age.

- Apologize promptly and profusely for any physical contacts with a woman, even arm contact.

- Chew gum or suck on bad breath mints -- bad breath tends to annoy people.

- It's dangerous to tap out messages on cell phones as some women may suspect a man is using the built-in camera to surreptitiously take her photo.

If accused of groping, by the way, you may think your privacy is sacrosanct, don't. The items you keep at home may cause suspicion to harden into certainty.

"After you're arrested, if you continue to deny it, it's common for the police to obtain a warrant to search your residence," says a former suspect. "If you're found in possession of smeg, and particularly videos with groping scenes, this will almost certainly prejudice the court unfavorably."

Likewise, Asahi Geino advises, you don't want to be caught with a video camera or SM paraphernalia such as handcuffs in your briefcase. If these items are found on your person, you might as well start looking for an interior decorator for your cell.

Furthermore, don't expect railway company staff to be sympathetic.

"If we get a complaint from a woman, our policy is to turn the man over to the police, no ands, ifs or buts," says a station employee.

"All you can do is keep a cool head and keep maintaining your innocence," the magazine advises.

If it does get as far as a police interrogation, it is absolutely essential that you to go over every minute nuance in the police report before signing it.

For example, if you concede that you "might possibly have come into contact," with the injured party, this can be construed as your having admitted you "touched her," and turned against you at the trial.

One of the few defense techniques if you are accused is to insist on a forensic examination of fibers. If you're found to be "clean," this can be used by your attorney as evidence of your innocence. It makes sense look for a criminal attorney who has experience at repudiating such charges.

Finally, if you do maintain your innocence, be prepared for a long, drawn-out ordeal. It took Takashi Yatabe, the model for the book about the plight of another accused groper, two years before his innocence was finally confirmed. That included three months in jail before the prosecutor decided to file charges

Police reported the case to prosecutors only after releasing him. As a result, he reached an out-of-court settlement with the victim and escaped indictment.

The man, who was a high school teacher in his 30s, was arrested by officers from Manseibashi Police Station on early Oct. 6 last year, for fondling a woman on a JR train in Tokyo.

Under the Criminal Procedure Law police must send suspects to prosecutors or release them within 48 hours after their arrest. The man was arrested at 1:40 a.m. on Oct. 6, making the deadline for reporting him to prosecutors 1:40 a.m. on Oct. 8.

As the limit in the case was in the early morning, police probably had to report him to prosecutors by the end of Oct. 7, law enforcers said

However, an officer in charge of the case came to the police station on the morning of Oct. 8, and found that the deadline was over. The police station released him at 9:30 a.m. on the same day.

"We are sorry of the mistake. But we believe it didn't influence our investigation into the case," the deputy head of the police station said. (Mainichi)

Takehara, from Tokyo, allegedly stroked the thigh of a woman sitting next to him on a JR Keihin-Tohoku Line train between Hamamatsucho and Akihabara stations on Feb. 10, as he was going to the university.

The woman grabbed his arm and handed him over to officers at Akihabara Station.

"I dozed off on the train and found my hand on the woman's leg when I woke up," Takehara told police. "I'm sorry."

Takehara was previously an executive at a major publisher that produces a magazine for job hunters. He began working for the University of Tokyo in 2004.

A spokesperson of the university said only that school officials were investigating the details of the case. (Mainichi)

Tokyo Customs is set to take punitive measures against Ikeoku. "We are taking the incident seriously, and will take strict measures against him," an official said.

Ikeoku hugged a 35-year-old woman who was walking ahead of him on a street near JR Shinbashi Station in downtown Tokyo on the night of Wednesday last week, and fondled her breast, investigators said. He was drunk at the time after drinking with a number of colleagues. (Mainichi)

Arrested was Norihisa Otsuka, 36, a section head in the ministry's Elementary and Secondary Education Bureau. Otsuka, who was reportedly drunk at the time, has denied the allegations against him.

"I didn't do anything," police quoted him as saying.

Police accuse Otsuka of groping the 20-year-old woman on the train as it was heading from Yoyogi-Uehara Station to Shin-Yurigaoka Station at about 11:55 p.m. on Friday. Otsuka was arrested by a Kanagawa Prefectural Police officer on suspicion of violating a prefectural ordinance banning people from creating a public nuisance.

When questioned by police, the female victim said she was groped more than once.

"My private parts were groped from on top of my skirt, so I moved to another part of the carriage, but I was followed and groped again," she was quoted as telling investigators. (Mainichi)

OSAKA -- The Osaka High Court on Wednesday overturned a guilty ruling handed down to a man accused of trying to kiss a 19-year-old in a women's bathroom, citing doubts over the woman's testimony.

In handing down the not guilty verdict, Presiding Judge Hiroo Suyama called the credibility of the woman's statements into question.

"There is room to doubt the testimony of the woman, who said she didn't notice any smell of alcohol in spite of the man, who was drunk, coming close to her face," the judge said.

The 39-year-old man was accused of trying to kiss the woman in a bathroom at a train station in Neyagawa, Osaka Prefecture, in November 2005, when the woman was 19, and faced a charge of attempted indecent assault.

An earlier district court ruling said the man had grabbed the woman's arms and tried to kiss her. The man claimed that he had entered the woman's bathroom by accident because he was drunk, and that he had only grabbed the woman's arms when he hurriedly tried to come out of the bathroom and lost his balance. CHIBA -- A senior official from the Taito-ku ward office in Tokyo was arrested on Friday for molesting a woman on a train, police said.


Yoshihiko Abe, 52, chief of the health and welfare section of the Taito ward government, allegedly groped a 21-year-old woman's body on a Keisei Electric Railway train heading for Narita on Thursday night.

Abe stands accused of violating a Chiba Prefecture ordinance banning obscene behavior. He has admitted to the allegations. (Mainichi)

Visually-impaired people often find themselves in trouble when riding in Tokyo's women-only train carriages, since most women are unaware that such coaches are also open to handicapped passengers.


The Japan Federation of the Blind is urging railway companies to publicize the fact that physically handicapped people can also ride in women-only cars.

"We sometimes get in carriages without knowing they are women-only cars when we're in a hurry, or when we use lines we're not familiar with. If railway companies announce through a public address system that such carriages are also open to handicapped people, it'll solve the problem," a federation official said.

The private railway industry body admitted that it has failed to promote publicity on the matter.

"We've failed to actively publicize that handicapped passengers can ride in women-only carriages through stickers or public addresses. It's true that we haven't done enough, and we'd like to take measures to notify the public that such carriages are also open to the disabled," said an official of the Association of Japanese Private Railways, of which 71 private railway operators are members.

A 41-year-old visually-impaired man living in Minuma-ku, Saitama, who uses the Tobu Railway Noda Line to go to a medical institution twice a week, experienced trouble when he rode in a women-only car.

About 18 months ago, he happened to get in a women-only carriage, only for a female passenger to snap: "This is a women-only car." The carriage was too crowded for him to move to another carriage.

Since then, he has been accompanied by a care worker when he travels by train to make sure that he gets in an ordinary carriage.

In March 2001, Keio Electric Railway became the first railway operator to introduce women-only carriages during morning rush hours to protect female passengers from molesters. Currently, 15 railway operators, including East Japan Railway Co. and West Japan Railway Co. designate at least one carriage of each train they operate, mostly during rush hours, as a women-only carriages.

The railway companies subsequently opened such carriages to physically handicapped people. (Mainichi)

Investigators accuse Itamochi of putting his hand inside the 16-year-old high school girl's underwear and groping her as they were traveling on a train on the JR Chuo Line between Kachigawa and Ozone stations in Aichi Prefecture at about 8:05 a.m. on Tuesday.

Itamochi reportedly admitted having touched the girl, but denied the charge of indecent assault, saying, "I only touched her on the outside of her clothes. My actions should be considered a violation of the prefectural ordinance banning people from creating a public nuisance."

Police said the 16-year-old apprehended Itamochi by herself and handed him over to a station official. (Mainichi)
