平成12年4月始めから全国義援金運動が始まった。約半年間の有珠山の噴火被災で犬猫など保護された施設への支援であった。全国からのNHK報道がテレビ放映し連日募金を北海道獣医師会が呼び掛けた。その集めた数千万円から億に達した。被災動物犬猫への支援募金額や支援物資などの内容は、一切報道なかった。私は、その総責任者でもある北海道庁の環境部自然動物環境課　関　氏に公開を求めた。犬の虐待保護の件で、保護施設立ち入り請求と「愛護法」への法律改正りの誓願で顔見知りであった。全国からの寄付金の総額や用途利用先を聴いた。　しかし、関　氏の返答は、無かった。「私は、獣医師会の方に任せているので゛全く判らない。」との回答であった。　獣医師会へ聴いても「判らない。」の一言で終わる始末である。北海道庁と獣医師会の獣医が組んで分配した噂が少しずつ聞こえて来た。誰も報道関係者も触れようとしていなかった。週刊誌でも誰も書き立て騒がれないで、もう早くも 18年過ぎ去った。たった総数149 匹のみの犬猫保護に、疑問を提起する者がいなかった。多額の国費から緊急災害費用の中から支払われているのだった。全国からの支援の用途は、不明になった。　端緒は、ボランティアで出入りしていたいしの発言だった。		The nationwide contribution money movement started from the start in April, 2000. " It cried out in a loud voice , saying that "This conduct oneself is off-limits excluding the outsider". A man came toward me to conceal the thing that seemed to be the handy cashbox of the desk. I was put out to the shouting door further , saying that "Foolish .. common sense.. ..information.." and. The hoot was poured without hearing it far from the reward though I spoke the reason. I left and returned in the place. Paving money saw the monetary donation from the whole country when counting at that time. The seen article was piled up in the mountain when having arrived at .. Italy.. city office for the support goods. It was carried to the gym that existed in the left hand of the entrance of the city office and it said one after another. The person in charge was complaining entering when going for the second time and seeing and not cutting. I put in the Sapporo city due to the expert accident and sickness and was receiving Inuneco that had been thrown away from the veterinarian. The man recalled the veterinarian who had knowing by sight. It was a veterinarian association and it was a veterinarian who was director's standpoint, too. It was ..money management of monetary donation etc... useful. It was said that teacher Yuze and Mr./Ms. Ito would prohibit going in and out from the Hokkaido veterinarian association. I was beaten in various respects because of "Teacher Nyanco". This is the realities of the monetary donation embezzlement.

等の道獣医師会の会員なのに全く関与していなかった。他の医師から「医師会会員全員交替で従業員のHTも無償で行った。」と話しだった。　当然、北海道庁からの委託ですから、日当の数万円は、支払われいた。それは問題では無いが、私は、全国からの支援金の用途が知りたかった。私も義援金を集めて送った。この癒しのペットブームに情事て、数千万円から億の単位で寄付金が寄せられていた。　一端札幌へ戻ってから二度目に行った約一週間後の深夜だった。午前2時過ぎに、伊達市の国道側で仮眠をしていた。そこへ本州の神戸ナンバーのロングトレラーの運転手が来て起された。
	「ここへ阪神大震災で使用した犬猫のゲージを運んで来た。」　「保護施設が判らないので教えて欲しい。」
と聴かれた。　私は、「保護施設は、知っているけれども路地が狭いのでダメだ。」と答えた。運転手さんへ「トレラーで闇で無理ですから、ここで早朝明るくなってから行った方が良い。」と言った。私の伊達市内の持っていた地図帳を広げて教えた。　そとし、私が保護施設へ行って届いたことを知らせに行くことを伝えた。二台のトレーラーの駐車場所を示して教えた。獣医医師会の保護施設へ3時頃着いた。　施設の玄関へ行ったが奥の部屋に電灯が点いていた。大声で呼んでも誰も出て来ないので開いている戸から「おばんです。」と入って行った。　何時か見覚えのある獣医らしき50歳前後の男と二名の女性が居た。私を見た途端男は、
	「この野郎、何処に入って来ているのだ。」　　「此処は部外者以外立ち入り禁止だ。」
と大声で怒鳴った。男は、机の手提げ金庫らしき物を隠すように私に向かって来た。そして「常識知らずの馬鹿が。」と更に怒鳴り玄関の方へ私を出した。私が、理由を話したが、聞かずにお礼どころか罵声を浴びせられた。その場を私は、立ち去り戻った。　その時、数えていたらしき金が、全国からの義援金を見た。支援物資に関しても、伊達市役所に着いていたとみられる物品が山に積んであった。次々に市役所の入り口左手にある体育館へ運ばれいった。二度目に行って見た時には、入り切れないと担当者がぼやいていた。　私は、札幌市内で通事故や病気で置き捨てられた犬猫の引き取りを獣医からしていた。その男が見覚えがある獣医を思い出した。　獣医師会でも役員の立場であった獣医師だった。義援金などの金銭管理を役だった。後で、徐々に情報が入って判った。
	●一般のボランティァは、選考して約200名だった。　　　総数犬猫149匹に対しての世話を無償で交替するように獣医が指示した。 ●特定の獣医だけが集められた。 ●その獣医の病院で働く女性動物看護師も集まった。(HTのこと。)
徐々に保護した犬猫の数が飼主に戻され引き取られた。里親へ貰われて犬猫が居なくなって来た。しかし、ボランティアを減らしても獣医師やHT等は残った。報酬を目的にしての措置だったことが解かった。一定の人数が施設に来ていたことがそれに係わりある家族等から聴いて判った。　札幌市は、獣医師の開業者が多く集中している。高価な医療機器を備えていた獣医師でなければ生きれない。土地付き新築した若い獣医師が大変な事は、知っていた。それは、犬猫の保護活動を通して飼主から「あの病院は、ぼったくりで高い。」と判っていた。病院に掛かった飼主と接する機会が多く直ぐ、知ることが出きる。　私も警察官になる前は内科に働いていた。犬猫に関して六年以上の手術治療の経験があった。病症から使っていた医薬品を聴いて詐欺的な獣医の多いのは驚いていた。　雄猫の尿道結石の治療で一ヶ月も通わせたりしていた。二週間も入院治療して30万円から50万円を請求している病院が、ざらにあった。　ユゼ病院では、三日通っても多い方で総額で一万掛からないのが普通で最も安かった。局部に、ペースト状の麻酔だけは欠かせない。そして、カテーテル生理食塩水の原価など、千円も掛からないで終った。　元々、薬糞倍と言われている通りで 100錠原価1800円の薬が、1錠1000円になっていた。それが獣医師の普通の請求額の世界だった。犬猫の薬は、人間の薬の子犬や猫なら四分の一単位前後を与えて済んだ。中型犬や大きめの猫ならば二分の一単位以下であれば同じだった。　元々、犬猫を実験動物にして最終的に人間の製薬の販売許可が認められるのだった。犬猫の場合には全く、消化器系以外の製薬なら市販の薬局や病院からの薬を使用して問題ない。　態々獣医に人間よりずっと副作用が強く質の悪い病院で使用禁止になったような安い製薬を使っていた。これで儲けているのだ。　こんな事を書き捲くるから「ニャンコ先生」に対する風当たりが強い。北海道獣医師会からユゼ先生や伊藤先生が出入りを禁止するように言われていた。私、「ニャンコ先生」の為に色々な面で叩かれていた。これが全国からの義援金使い込みの実態だった。

私、「ニャンコ先生」との約束を破り騙し、有珠山噴火残留犬猫を餓死させたのだ!!

人間でも一週間、水も飲まず食わずならば生死に係わる。その脱水症や餓死している犬猫の状態を撮った。カメラ二台ニコンとオリンパスの望遠カメラだった。何者かが、救護車にニャンコ先生が居ない隙を見て盗み取って行った。　噴火直後の夕方や翌日から朝日新聞の記者が一緒に同行していた。二日目から居なくなっているが疑いたくはない。　現地へ戻ってから一週間ぐらいした。伊達の入り口付近に道でプレハブ造りの犬猫の保護施設を建て始めた。獣医やHTたちが札幌から集まって来ていた。全国からの支援金や物資を管理しているだけだった。全く残留されている犬猫達を救護したり保護することも無かった。被災避難者の一部の犬の登録している飼主以外は、保護していなかった。　猫も取り扱いが難しく苦手な獣医が多い。絶対的に保護している数が少ないのである。　犬の登録をしていない者や猫に予防ワクチンの注射をしない者。この犬猫の保護は、一切受け付けていなので総数犬猫149匹で終えている。他の約1800匹の犬猫に対しては、知らぬ振りだった。飼主も立ち入り禁止で助けにも行けずに見殺しした人が多かった。　噴火後、直ぐ戻れるからと言われた。避難が一番と各避難所へ連れて来られた多くの被災者が、口を揃えて言った。　それも隣近所の避難場所がバラバラで分散させられいた。私が残留された犬猫などの調査から判った。　洞爺湖温泉街の付近などの犬猫達は、酷かった。火山灰も多く一面灰色で洞爺湖湖周辺へ放された犬猫。脱水症での死は免れたが餓死であるが、その肝心の証拠が無くなった。　何故ならば、それの死骸をカラスや狐が食べて生き延びていた。飼主は、きっと帰って来ると待っているが無理な事だった。死骸は、人間の目に触れる場所には無く骨まで綺麗に無くなった。　残っているのは、犬や猫の毛が散らばっているだけだ。風か舞うと火山灰で直ぐ消された。　その現状を世界へ画像で私は、絶対に見せたかった。私は、日本人の立場を守るより犬猫の味方の立場で考えてた。　日本人は、数十万円もの大金を叩いて見栄で犬猫を飼っている人が多い。だから捨て犬捨て猫が、増加し20年前でも年間23万匹も保健所で処分されてた。　実際には、旅行を兼ねて遠くの地方の山や海へ保護に行く。ゴミも犬猫も捨てられいるのが現実だ。捨て犬猫は、その数倍も全国にいるだろうと「ニャンコ先生」は、推定している。　それには根拠がある。私は、雌阿寒岳やニセコの山奥から実際に飼い犬や飼い猫の保護に登山者や旅行者からの通報で捕獲保護しているからだ。　しかし、それは極々一部の自然へ順応野生化した特殊な犬猫だった。私が平成14年まで25年間本格的な救護や保護活動し解かった。犬猫の探索依頼経験から、北海道の全域を対象にして考えた場合、　　　　　　　　　例えは、　　　　　　　　　　　　　100匹の5歳中型犬と100匹の5歳猫を100キロ　　　　　　　　　　　離れたところ山の無い石狩平野へ捨てられた場合　　　　　　　　　　　の生存確率を考えた場合。何匹もの犬猫の探索から、飼主の自宅へ戻って帰られるのは、　　　　　　　　　　　犬は、5パーセント前後　　　　　　　　　　　猫は、1パーセント以下何処かで生き残っている確率は、　　　　　　　　　　　犬は、10パーセント前後　　　　　　　　　　　猫は、5パーセント前後と推測します。　　　　　　　以前、富良野から滝川まで戻った猫がいた。直線で約150キロ国道沿線に沿ってなら250キロを帰った猫だ。普通20、30キロ程度ならば、猫でも何度か探索して発見場所から自宅方向へ帰った。戻れることが判って来た。　犬の場合には、100キロまでならば戻れる。途中で捕獲されたり交通事故などに遇わなければ、確率がまだ高いのだ。　しかし、動物管理センターや保健所への通報での捕獲されていた。市街化地域ほど早く当然、捨てた飼主が気が変わって探す訳が無くなる。途中で犬は、60パーセント以上は、捕獲され処分される。捕獲されても動物実験用へ健康そうな犬猫は、北大や医大などの大学流れていた。　　　　　　　　　　　札幌管理センターの処分犬猫の場合、　　　　　　　　　　　月に犬は、平均10匹前後　　　　　　　　　　　　　　猫も、平均10匹前後回される。　当時、私は札幌市動物管理センターへ里親用の犬猫の画像を撮影行っていた。通っている間に、それを把握していた。　私へ探索を依頼に来ても犬の品種が良くなければ途中で保護などされない。汚れて痩せた迷い犬を飼う人も見向きもしないのだ。猫は、途中で住み心地の良い場所を見つけて住み着く確率が高かった。そこでの交通事故死が最も多い。　札幌近郊の国道から毎日少ない日で三回は電話が掛かった。交通事故死の通報は、我が我がセンターへ入っている方が多い。　その命を繋いでた猫も北海道の寒気には勝てないのだ。エサも水も全てが凍ってしまうからだ。　都会や市街地の飲食店周辺と温泉地域の猫だけは、生き残れた。他は、全部と言って過言でなく一掃されてた。猫の探索は、飼い猫の多くが飲食店での発見であることからも理解できた。平成に年号が変わってからは、ほぼ毎日大通り公園に出て活動した。　●依頼盗難車手配の探索　●失踪家出人、行方不明の捜索　●犬猫の里親さん捜し　●ホームレスへのコンビニエンスの賞味期限切れ弁当の配布　●犬猫救護の為の待機　●犬猫への点滴などの治療や排便排尿の出来ない犬猫への処置　●拡声器での犬猫避妊去勢運動や動物愛護法の法律改正の署名収集　●募金寄付金収集とボランティア確保　●警護探偵業務の社員への指示連絡と機器機材の配布　●「札幌の窓」大通り公園を日本一綺麗な公園へ「美しい街札幌」の啓発運動タバコの吸殻やゴミ拾い。これらの仕事理由で、早朝から夕方まで白衣を着てた。数人のボランティアと共に先頭になって活動していた。　　　　全国や海外からの観光客や道内の人達からの署名集め。北海道全域に数度ものテレビ出演から、私の顔と「ニャンコ先生の家」が知られた。犬猫を飼っている人なら大半知られていた。全地域をマイクロバスに看板を掲げて走り回っていた。知られているので通報が入るから、この犬猫の確率度も高くなった。　　　　　　　　　　北海道獣医師会の有珠山噴火被災残留犬猫の保護の表向きはボランティア活動。実際には、道庁からの委託で報酬を受けている。我々の保護活動を虫され腹が立つ。　何故ならば、道庁の環境課の全員と言って良いほど飽和状態。毎年各大学の獣医学部から数百名単位で獣医師の国家試験を取得して排出される。その獣医師が保健所や道庁への簡単に採用されている。公務員へ開業医より確実なのである。　人間の医師と違い獣医師には、手術や薬量の誤りで殺しても責任問題にならない。ある夏に大通り公園で私が北海道酪農大学の獣医学部の学生数人に講義した。 70人の獣医の卵に対して3、4人の学生が選抜されて犬猫の去勢や避妊手術を実践だ。見ただけで国家試験を取って獣医師になる。親が資力のある者は、直ぐ開業していると言う。　全く犬猫の扱いも知らないし基本的な習性も知らない学生が、多いのに驚かされた。獣医師だけが入れる掲示板を観て驚かされた。臨床経験を卒業して二年経験しなければ国家試験を受けられなった。六年になったが、当然である。　日本の獣医師の免許は、アメリカなどの獣医師に比較して問題にならなくレベルが低い。　札幌市内の開業医でも海外の獣医師の免許を取得している者のは少ない。ユゼ先生もアメリカで揉まれて取得している。犬猫病院の選択は、この選択での判断に限る。　何処の動物病院が良いかは、アメリカなどの先進国の獣医師免許を修得だ。この獣医師か調べて措くべきです。日本の猿真似免許の獣医師とは、知らないと知っているのでは腕が違う。長生きできる犬猫も殺される。	Even man doesn't drink, not eat water for one week, and be related to life and death. The number absolutely protected is little. Person who doesn't inject person and cat that is not registering dog with preventive vaccine. Because all is accepted, the protection of this Inuneco has been finished with 149 total Inuneco. It was a shake did not know for the other about 1800 Inuneco. A lot of people who had killed looking it was not possible to go were had also in help as for the owner in off-limits. Of being able the return and I cracked soon after it had erupted. Shelter said, and a lot of ..be brought.. victims arranged the mouth and said to each ..goodness.. refuge. It was disjointedly distributed the shelter place in the vicinity of the next and existed, too. I have understood from the investigation such as residual Inuneco. Inuneco near the hot spring of Doya lake street etc. were cruel. A lot of ..release.. The crow and the fox were survived as it ate its corpse. The owner was an impossible thing though waited when surely coming back by he or she. There was no corpse in the place where it touched man's eyes and even the bone disappeared beautifully. Dog and cat's hairs have only scattered to the remainder. It was erased by the volcanic ash soon when ..wind.. dancing. I wanted to show the world the current state by the image absolutely. I thought in the standpoint of the ally of ..defense.. Inuneco a Japanese standpoint. The Japanese has a lot of people who keep Inuneco by the looking honor beating large money of several hundred thousand yen. Therefore, the number of abandoned dog abandoned cats increased and as many as 230,000 a year was disposed of in the public health center 20 years ago.
