The short answer: If you have an old site, that is running fine and you wont change any of the functionality, you should stay with your current site. Never touch a running system.  If you are waiting for a future functionality, like more fine grained access controls, you should upgrade to Joomla! 1.5. If you are starting with a new site, definitely start with Joomla! 1.5.
