1. This IOND University spent much money to the State of Hawaii, but obtained no profit whatsoever. This IOND University was established on Apr. 12, 1999, as a non-profit educational organization, and ever since we have spent a total of 700,000 dollars in the State of Hawaii for its maintaining, managing and administrating up until now, but getting none of money, even a cent from the State of Hawaii and this is attributable to the provisions of the HRS in the State Law of Hawaii causing unbelievable discrimination in the matter of laws and administration in the course of managing and administrating the non-accredited university such as ours. For instance, the following No.2 may be taken up to prove it.

2. Under the Hawaii Revised Statutes (HRS),no none-accredited universities may do their activities. because they are required by HRS446E-2 (a) to state to the effect that they are not accredited by any of the organizations or organs recognized by the federal government ministry of education, that the credits obtained are not acceptable by other universities or that no employment is guaranteed. It all depends on each university or firms to evaluate the credits and to decide whether the credits are acceptable or not, irrespective of accreditation. It is not the government nor law that decides these matters. HRS, however, enjoins only the non-accredited universities to clearly state to the said effect in their pamphlets and in any other promotional leaflets and in this regard, may be said to violate the US Common Law in the point that education shall be free of any controls by the government or laws. Such being the case, there has been unlawful discrimination on the non-accredited universities. Furthermore, a university registered lawfully in the State of Hawaii, it is abandoned flatly as being said git has nothing to do with the State of Hawaii h by 446E-5(a).
If it is true that the state of Hawaii has nothing to do with it, there shouldnft have been HRS enacted and now all the present stipulations of it should be made invalid. 446E-5(a) prohibits such non-accredited universities from collecting money from their students.
The state universities may be alright as they are tax-funded, but other universities, whether accredited or non-accredited, cannot be managed unless paid by the students. In this connection, HRS seems to say gany non-accredited university should@collapse.h In complete compliance with HRS provisions, how this IOND University and other non-accredited could recruit their students, this IOND University having been unable to collect any money from any student, as there have been no students applying for entrance. Namely,under HRS it is impossible for any non-accredited university to manage and to perform its activities.

3. Four educational concepts and struggle for three points of discrimination. The educational concepts of this IOND University may be summarized and said to be a education of human character, of enlightenment, of learning from great men and examining and evaluating the learning system levels, based on which this IOND University has been engaged its three struggles including racial discrimination, gender discrimination and educational background discrimination. The educational background discrimination is that the government urges it by discriminating by laws the graduates from high school graduates, first-class universities from those otherwise and accredited universities from others. Regarding all the universities and their evaluationsAit is each of the universities and enterprises or even individuals that determine them. It is not the government nor the laws that determine them. Actually, however, what is needed in the living society is those of actual ability, of excellent accomplishments and of noble character.

4. Higher education ought to be based on freedom and independent from the government. America has been developing since its declaration of independence as a country of democracy and freedom, as basically prompted by the higher education on a freedom basis and various types of higher educating organs and institutes completely separated from the government.@As a result, America enjoys its most advanced education of the whole world. While on the other hand, in such countries as North Korea and Iran there has been no advancement in learning because their higher education is narrowly restricted by the government or by the laws. A higher education organs or institutes completely free from the government restriction, may be exposed to its bankruptcy in the worst case since it is not supported financially by the government. A completely free society is the one where there is such risk willingly accepted as going bankrupt at the compensation of the freedom. This IOND University is one of the higher educating institutes in opposition to the government of such a country as North Korea and the laws as well as the sense of value that stands against such independence.

5. Non-accredited universities including IOND University have been suffering from disadvantages through unreasonably discriminated owing to HRS. Because of the HRS provisions enacted immediately after this IOND University was established, the university has been not only under illegal disadvantage,but prevented from doing its free school management and educational activities. Should the Hawaii State Government intend to collapse non-accredited universities, it shouldnft have approved registration of such universities in the first place. After permitting such registration of a non-accredited university, it has discriminated it unlawfully under HRS just simply because it is not accredited, thus prevented from doing its free school management and educational activities. Furthermore, it discriminates those people awarded the academic degree from non-accredited university. This HRS at present is a bad law because it deprives freedom of education, thus promoting the educational background discriminations. This IOND University will intend to continue its struggling against such unacceptable laws until it disappears. In spite of the US Common Law, stating education shall not be controlled or ruled by the government or laws, the Hawaii state government , has been insisting that the academic degree or educational backgrounds be restricted by the government or laws in its ggovernment controllingh idea, thus discriminating the university management and educational activities according to its accreditation or non-accreditation.
Under such conditions as thisCit is impossible to perform truly free higher education, completely free from the government.
Actually,this IOND University has been unable to perform its acts.
For conclusion, this university insists on the illegality and unfairness of HRS446E-2(a), 446E-5(a) and 446E-5(e).
The present situation caused by this HRS, is not only violating the freedom and independence of higher education of America, but also illegally discriminating those awarded academic degree from non-accredited university, causing them much disadvantages.

This harmful propaganda may have impressed innocent people that they are based on the leftists' principles in opposition to strengthening of the U.S.-Japan Alliance and to infant pornography prohibition law and revision of Japanese Constitution.
However, their true intention in a series of their activities is just moneymaking and self-protection.

It should be noted that IOND University has appealed to the law, civil and criminal ,the persons that had long kept the faked information about IOND University through the internet. As a result, we won the cases and were paid a compensation of nearly a million yen for the crimes.

Furthermore, There is a section in the State of Oregon, USA, called O.D.A. (Office of Degree Authorization) and through its web-site, information is dispatched about universities in U.S.A. However, its information is capricious because it is legally groundless and cannot be proved to be true. IOND University has sent the O.D.A. a series of questions as to@g How do you keep the correctness of the information that it dispatches? h@g Who is in charge of O.D.A. ? h g How do you collect and analyze the information and can you say the information is correct regarding IOND University ? h gwe believe it is all faked at least as long as IOND University is concerned. This O.D.A.fs stances are likened to a private person making fun of dispatching hokum as he pleases.@We have so far into received any reply to any of the questions and comments said above.@Such being the case, it is rather illegal far from being irresponsible, and Therefore we have sent O.D.A our request to check the information control system. It seems that the person in charge of O.D.A. never knows the American Common Law.

I would simply like to explain our education principles to people who would like to join IOND University. We offer an alternative education experience that overcomes the obstacles of the traditional education system. Under the present university system, an uniform education is dispensed where many students are crammed into large lecture rooms and students are given one-sided lectures by professors. This system also attaches high importance to having a good memory. Because of this situation, many students tend to lose their eagerness for learning. Furthermore, in Japan there is a strong tendency to judge students based solely on their rank within the system. A few elites are chosen as the winners. These elites perpetuate the system, forcing the same educational system on people through their status and power. There are some correspondence universities in Japan, but the students are forced to adhere to a four-year program and residential studies. The result is that less than 3 percent of the students graduate. This situation shows that the desires and the needs of people are not being met. IOND University gives person-to-person lectures to its students via the Internet ( e-mail ). We challenge the traditional education system of uniform grade evaluation by test scoresememorizingfs learning method, and the way as the university forces its sense of values to the students. We set our educational programs according to the needs of the student. IOND University takes pride in its ways and helps in developing talented people who are prepared for the 21st century. In other words, we teach our students to convert personal experience into learning. We learn many things from our daily experiences, including the laws and the systems of life. However, very few people can change these personal experiences into learning. For example, a manual laborer learns construction skills through experience, but his experience is only a personal one. The experiences have not become the universal learning yet. If he is taught the learning approach, he will be able to systematize the personal experiences into the laws and change the personal life experiences into the learning. His systematized experiences have the possibility of becoming universal treasures not only for him, but also for mankind as he has the possibility to pass on his systematized experience to others. INTRODUCTION: THE COLLEGE OF JAPANESE TRADITIONAL CULTURE
The College of Japanese Traditional Culture has the following 7 departments.

1)SHINTOISM
Study Shitoism related subjects in Religion Course, Department of International relations. Learn the essence of Japanese spirits by reading the texts such as Kojiki, Manyoushyu, and develop the understanding of the culture of Zen and Tea ceremony, etc.

2)BUDDHISM
Study Buddhism related subjects in Religion Course, Department of International relations. By studying the difference of each sect and compare the difference of each thought, develop the understanding of the essence of the Buddhism.

3)CLASSICAL ART
Study Classical Art in Classical Art Course, Department of Art.. In order to develop the understanding of the classical Japanese Arts, study various subjects such as Japanese tea ceremony, Calligraphy, Poem and Dance including the practice.

4)JAPANESE LITERATURE
Study the Japanese Literature in Literature Course, Department of Japanese Literature. In order to develop the understanding of Japanese culture from literary perspective, study ranges from classical literature to modern literature.

5)JAPANESE SWORDS
Learn about Japanese swords in Japanese Swords Course, Department of General Studies. In order to train Japanese Sword Appraisers, this course teaches the history of Japanese swords, manufacturing technique by correspondence course and skill training class.

6)JAPANESE MARTIAL ARTS (Budo)
Study Japanese Martial Arts in Japanese Martial Arts Course, Department of General Studies. In order to train general Japanese martial arts instructors, this course teaches the theories of Japanese fencing, Aikido, Jiujutsu and their instructing skills.

7)JAPANESE LANGUAGE
Study Japanese in the Japanese Language Course, Department of General Studies. The object of this course is to develop the skill of making daily conversation in Japanese. What age group is most represented?

A
Age does not matter for admission to IOND University. IOND was founded to spread life long learning and to enable all members of society obtain an academic degree. Most students are in their thirties or forties, but we receive applications from both men and women, ranging from their twenties to their seventies.

Is it true that credits already earned in other
universities/ colleges or social experiences
are counted as IOND University credits?

A
Yes, it is true. Each student's education background, thesis, writings, studies, social activities, qualifications, career, etc. will count towards IOND University credits. If the converted credits already exceed the standards for graduation, the students can graduate by submitting a graduation thesis or dissertation. If the student does not have enough credits to graduate, they must study the necessary subjects before submitting their thesis or dissertation for graduation. The thesis or dissertation may be submitted by mail or e-mail. We value your personal experience.

What is the educational background of the applicants?
What is their primary motivation?

A
Each student has a different educational background and reason for studying. Some people want to obtain a masters or a doctorate degree; others want to complete an academic degree which they started previously, or upgrade their work skills or general knowledge. Most applicants, however, have the ability and the talent, but not an academic degree. Others have chosen to accelerate their careers through IOND distance learning.

How do you select the students for admission?

The masters or doctorate degree programs are only open to university graduates. Applicants for other programs are examined through a two stage screening process in accordance with the IOND University's criteria.

Is it acceptable to write papers or the graduation
thesis in Japanese?

A
Yes, however, the summaries attached to the graduation thesis or dissertation must be written in English. In cases of difficulty, our secretariat staff is available to translate the summaries.

Must students attend classroom schooling?


A
In principle, classroom schooling is not required. However, it depends on the subjects chosen. Students receive credits for studies carried out and are evaluated by mail or e-mail.

How long are students enrolled in IOND University?

A
Students are enrolled for a minimum of two months and a maximum of two years. The length of time depends on what is studied and how many credits are to be earned. In cases where students cannot finish the curriculum within two years, they may extend their enrollment for a period of one year and pay the adjournment fee.

How do students apply for degrees and how are they awarded?

Students will be informed whether or not they have passed within two to four weeks after submitting the required documents and fees. If a student does not pass, additional papers or corrections or additions to the thesis will be requested. A thesis is not required for an Associate's degree.

Can students get M.A. or Ph.D. if they already have B.A.?

Yes, they can. Since their social activities after graduation are converted to the IOND's credits, all the students need is to earn newly the necessary credits. Therefore, The IOND's programs are very efficient for working people to obtain new academic degrees.

Any rules for the graduation thesis or dissertations?

Students can choose any theme freely in their subjects and write the required volume of papers for the graduation thesis.

Junior College/ College/Graduate School



Counting the credits

Each student's educational background, career, achievements, qualifications, thesis, writings and/or studies are evaluated and converted towards IOND University credits. The credits are determined according to IOND University's standard of conversion. If students do not have enough credits to graduate, they must carry out additional studies to finish the subjects. Students are required to submit papers on a given theme according to the textbook or reference materials specified by the professor.


Application requirements


Junior College and College

1.High School graduates or those who have finished the general 12-year school education inside or outside Japan. (Those who left high school before graduating need to clear the IOND's requirement for matriculation.)
2.Those who are judged by IOND University as having the equivalent qualification of a High School diploma.
3.Those who have more than five years of work experience in a specialized field.

Graduate School
1. University graduates with Bachelor's or Master's degree.
2. People who earned more than 120 credits in a university other than IOND.
3. People who have a career, experience, education and achievements equivalent to more than 120 credits according to IOND's criteria.
4. Those who wish to apply for a Ph.D. need to meet one of the above criteria (1, 2 or 3), and have a Master's degree or more than 40 credits towards a Master's degree.


Student selection


The 1st screening

Preliminary screening is made to ensure that the selection standards meet with the applicant needs.

The 2nd screening
An evaluation of the applicant's qualifications is made in order to count the experience and achievements in regards to IOND credits. An interview and/or a written test will be organized if necessary. Those who are admitted will be so informed.


Application documents


For the 1st screening

Applicants are to submit the application together with 10,000 yen for the screening.

For the 2nd screening
Applicants are required to submit the application, along with personal history statement including information on the subjects studied previously and the number of credits earned, together with three photographs of the applicants (4 cm x 3 cm).


Procedure for registration

After the payment is confirmed the following items will be mailed to the student: 1) License of Entrance, 2) ID card, 3) Subject list, and 4) Texts. Students should follow the academic teachings from the professor in charge and must send their report by mail or e-mail to earn credits. Please note that a false statement by the student in regard to his/her personal history is subject to cancellation of admission.
