It's a "chickenvest". It's worn by tankers and other heavy armor crew members who aren't dismounts because anything that goes through your vehicle's armor will also go through anything you're wearing so there's no point in bothering with real body armor. I guess it's to offer some sort of protection from shit flying around, but it definitely isn't intended to stop bullets.
