安保法案について安倍首相「国民の理解が進んでいないが、採決するかを決めるのは委員会」
安倍晋三首相は7月15日、衆院特別委員会で答弁し、安保法案の議論について「国民の理解が進んでいないということはこれまで答弁してきたとおりだが、採決をするかどうかは委員会がお決めになることだ」と述べた。
安保法案は15日に、同委員会で採決が行われる見込み。首相自らが国民の理解が得られていないということを認めているのにもかかわらず、委員会で採決されることを黙認した格好だ。
この日、民主党の大串博志衆院議員は、石破茂・地方創生相が14日に安保法案について「国民の理解が進んだと言い切る自信はない」と発言したことに触れ、「今日、審議を打ち切って採決を行うことはありえないと思うがいかがか」と質問。これに対して安倍首相は、「私も今まで答弁させていただいておりますように、残念ながらまだ国民の理解が進んでいる状況ではないということは、申し上げているとおりでございます」と、認めた。
しかし、大串氏からの「総理は自民党総裁であり、自民党の国会対策委員会に指示を出される立場でもある」との指摘については、「(委員会では)100時間を超える議論を行ってきた。そういう中において、いずれにいたしましても、この委員会で採決をするかということについては、これは委員会でお決めになることだ。これは従来から申し上げている通りであります」と話した。
