Yes that is correct, there are some Japanese services where this applies.
I believe it also occurs in Taiwan.

The company is apologetic about the incident. "The incident is extremely regrettable. We apologize deeply to the victim and others concerned," managing director Yuzo Maeda said.
Hanawa fondled the body of a 22-year-old office worker in a train on the Mita Subway Line on Wednesday morning, according to the court ruling. He was caught red-handed and was summarily indicted. (Mainichi)

Police identified Yohida after he dropped his bag on the station's platform while fleeing. Police arrested Yoshida on Nov. 23.

"We have found that the man's hand touched the breast of the woman for more than a few seconds," said Presiding Judge Nobuyuki Yokota at the Osaka District Court. "But the hand didn't necessarily grab her breast."
The judge added that the touching of the breast was so faint that no other passengers noticed it. (Mainichi)

One of Japan's finest movie directors is taking a rare shot at Japan's judicial system and he's using accused train molesters to do so, according to Sunday Mainichi (12/17).
Masayoshi Suo made a name for himself directing such hit comedies as "Shall We Dance," which Hollywood picked up and re-made with Richard Gere and Jennifer Lopez, and "Shiko Funjatta," the tale of a hapless university sumo team that makes good.
Suo is about to release his first movie in 11 years. It's going to be called "Sore Demo Boku ha Yatteinai (I Still Didn't Do it)," a flick about a man falsely accused of groping a female commuter.
The movie traces the accused man's story as he battles his case through the courts and has the unfair verdict handed down against him upheld for political reasons in a work damning of the Japanese judiciary.
Suo started working on the movie about four years ago. He was inspired by a newspaper story about Takashi Yatabe, a company worker whose conviction for molesting a female train commuter was overturned after it was revealed that she had made up her accusation against him.
Japanese courts hand down an inordinately high number of guilty verdicts. Rather than having police and prosecutors prove beyond doubt that a defendant is guilty of a crime they are charged with committing, it's up to the accused to demonstrate to the court that they are innocent.
Sunday Mainichi says Suo used Yatabe and his family as the model for the stars of his new movie, as well as spent countless hours researching at bar associations and in courtrooms.
Suo's message for the movie is that anybody at all can be wrongly accused of a crime they haven't committed and that their lives can be drastically changed according to the judge assigned to hear their case.
It's rare for anybody to openly tackle the Japanese legal system and almost unheard of for a movie to do so. Yatabe, the falsely accused groper, added a shot of his own earlier this week with the release of a book co-authored with his wife Atsuko, detailing their battles with the legal system.
Suo's movie will be released nationwide on Jan. 20.
"Contemporary Japanese society made me make this movie," Sunday Mainichi quotes Suo saying at a sneak preview of "Sore Demo Boku ha Yatteinai." "There are loads of different things about the judicial system that we should all be thinking about. In March 2005, Uekusa was slapped with a 500,000 yen fine for using a hand mirror to look up the skirt of a high school girl at JR Shinagawa Station in downtown Tokyo in 2004. During the trial over the case, Uekusa pleaded not guilty to the charges. Nevertheless, he did not appeal the conviction to a higher court. (Mainichi)

Investigators said Masutani attacked a 33-year-old woman on a street in Sapporo's Chuo-ku at about 6:10 a.m. on Tuesday, kneeing her in the face and then groping her breasts. He has reportedly admitted to the allegations against him.
Investigators said Masutani began trailing the woman as she was walking home. When she tried to run away from him, he reportedly shouted out, "Hey, you, do you think I'm a pervert?" and then shoved her to the ground and assaulted her.
The woman escaped when 25-year-old Self-Defense Force member who passed by apprehended Masutani. The 38-year-old had reportedly been drinking at a year-end party from 6 p.m. the previous evening, and was drunk at the time. He did not know the victim.
Masutani conducted administrative work at a station on the Sapporo Municipal Subway Tozai Line, police said. Officials at the Sapporo City Transportation Bureau apologized over the incident.
"This is extremely regrettable and we offer our deep apologies," a bureau official said. "We will deal with the matter once we have confirmed the facts." (Mainichi)
