Japan becoming 'paradise' to growing numbers of Nigerians


About five or six years ago, black men, who described themselves, to anyone who enquired, as "American," began appearing on the streets of Kabukicho, working as touts for topless bars and casinos.

Actually, reports Tokusatsu Shinsengumi (1/7), they were Nigerians, and groups of them can now be found each night not only in Tokyo's major drinking areas, but in neighboring Yokohama and Saitama as well.

With a population of some 135 million in a land area roughly 2.5 times that of Japan, Nigeria is the world's ninth most densely populated country, with roughly 20 percent of Africa's population south of the Sahara.

"It's a big country with all kinds of people," says a Nigerian bar operator in Kabukicho. "They can't make it to Japan without having at least some money. Many people in other parts of Africa don't have enough to buy a ticket."

Nigerians in Japan toil at a wide variety of occupations: as construction workers; painters; in auto junkyards; and in the service sector. But as many speak English, they find work in entertainment areas. Some come to Japan following the footsteps of other relatives, who send them money for their journey.

It's not only the desire for money that brings them to Japan. Although life for many in Nigeria is comparatively better than for those in other African countries, Tokusatsu Shinsengumi describes the worsening political and economic conditions that are driving young Nigerians to increasingly desperate measures: severe urban congestion that puts further pressure on a deteriorating, overburdened infrastructure and high unemployment, even among the educated classes. As a result, more have turned to such activities as drug smuggling, human trafficking and Internet fraud.

"The ongoing economic stagnation is also leading to a breakdown in public safety, with serious crimes such as burglary, rape, fraud, armed robbery and physical assault becoming increasingly commonplace," says a source at the Japanese embassy in Lagos. "At the same time, the country's Christian-Muslim religious conflicts and traditional tribal rivalries are unlikely to diminish."

A source in the Ministry of Foreign Affairs was even more negative.

"The country's workers have been organizing frequent strikes to demand higher wage levels and improved work conditions. Over the long run, we can't rule out the possibility of large-scale unrest."

These problems have been festering since the country's independence from Great Britain in 1960, and exacerbated by civil war a decade later, when the Ibo tribe established the short-lived nation of Biafra in a failed attempt to secede. Subsequent to that, Nigeria has undergone no fewer than seven coup d'etats.

Faced with such difficulties at home, it's hardly surprising that Nigerians regard Japan as a "paradise."

"We've suffered due to the civil unrest," says a Nigerian automobile broker who came to Japan 10 years ago. "We're willing to do anything to stay alive. There's no reason why we shouldn't prey upon Japanese, who lack the slightest sense of caution."

The number of Nigerians in Japan has increased rapidly, with 958 registering as residents in 2003, compared to just 193 who did so in 1990. Many of the arrivals to Japan had first illegally entered the Netherlands, France, Spain and other European countries, after which they either acquired international refugee documents or some European nationality. With passports issued by an EU country, they could enter Japan for up to 90 days without a visa. Then the would either overstay the permitted duration or marry a Japanese woman, giving them resident status.

According to immigration statistics, Nigerians are presently the most numerous of all African nationalities in Japan, with 2,405 registered as residents enjoying legal status. The breakdown includes 706 with spouse visas, 578 permanent residents, 10 who are spouses of permanent residents and 748 on short-term status. But if illegal sojourners and those who entered the country on forged passports, etc., are included, Tokusatsu Shinsengumi supposes the figure may be considerably higher.

"I picked up a Japanese woman on the street and was able to get her to marry me right away," boasts a Nigerian street tout who said he's been in Japan for eight years. "It's my ticket to stay in Japan."

Another common approach is to meet young women in foreigners clubs and discos in Roppongi or Akasaka and get them pregnant, the aim being marriage and legal resident status. There is even a site now on the Internet for Japanese women married to Nigerians that provides information on recipes for traditional foods, culture and customs, as well as offering a forum for airing concerns.

In the case of one couple, this concern involved a Nigerian husband who, in August 2001 was charged with forcing his Japanese wife to smuggle 7.7 kilograms of hashish into the country.

Their status as spouses of Japanese women stands as the main reason why the Japanese police are reluctant to roust Nigerian street touts in Kabukicho and Roppongi, the magazine suggests.

This presence has also resulted in Nigerian crime syndicates moving into Japan and setting down roots, which may transform Nippon into the organization's base of operations in the Far East. Tokusatsu Shinsengumi promises to provide more revelations in a second installment.

Japan Will Allow More Immigration, Official Says (Update1)

May 23 (Bloomberg) -- Japan will open its borders to more foreign workers to keep the economy growing as its population ages, Deputy Minister for Foreign Affairs Mitoji Yabunaka said.

``We're ready to make Japan as open as possible,'' Yabunaka said in a May 21 interview in Tokyo. ``Clearly there's the need for more immigration. We're faced with all sorts of demographic questions.''

Japan's population began declining in 2005 and the government said earlier this year that it may fall by as much as a quarter by 2050. Japan has never had to rely on mass immigration, unlike countries such as the U.S. and Australia that were founded by migrants.

``Japan has no official immigration policy like those of the U.S. or Australia,'' said Hidenori Sakanaka, director of the Japan Immigration Policy Institute. ``The policy has been to keep people out if they intend to stay permanently.''

Foreigners accounted for 1.6 percent of Japan's 128 million population last year. Almost half of the 2 million people that the government classifies as foreigners are people of Chinese, Korean and Brazilian descent who were born in Japan, said Sakanaka, who is a former head of the Tokyo immigration bureau.

The Foreign Ministry's Yabunaka said the government's decision last September to allow 1,000 Filipino nurses to work in Japan is an example of a more open immigration policy.

``It's a small beginning, but it is a beginning,'' he said.

Japanese Test

The proposed partnership, still subject to approval by the Philippines congress, requires workers to take six months of lessons in Japanese and nursing, followed by a supervised internship culminating in an examination in Japanese that critics say is so onerous as to make the program impossible.

``This won't address the nursing shortage,'' said Sakanaka. ``Nobody will be able to pass the tests and they'll all be sent home.''

Japan had six nurses for every 1,000 people in 2004, the most recent year for which government data are available, compared with 8.3 in the U.S. About a fifth of Japan's population is over 65 years old and the percentage is climbing, increasing the demand for health-care services.

Prime Minister Shinzo Abe's key economic panel last week proposed that the number of foreign students in the country be more than doubled as a way to bring in skilled labor from abroad.

``I don't know if it's what you'd call cultural resistance, but since this is new, there are lots of things that have to be pondered and discussed,'' Yabunaka said, when asked why Japan has been so slow to open its borders. ``Naturally people are concerned about safety.''

Japanese magazine "Secret Files of Foreigners' Crimes"

The recent release of a glossy magazine devoted to the foreign-led crime wave supposedly gripping Japan has raised fears of a backlash against the country's foreign community, just as experts are calling for a relaxation of immigration laws to counter rapid population decline.

"Secret Files of Foreigners' Crimes", published by Eichi, contains more than 100 pages of photographs, animation and articles that, if taken at face value, would make most people think twice about venturing out into the mean streets of Tokyo.

The magazine, which is available in mainstream bookstores and from Amazon Japan, makes liberal use of racial epithets and provocative headlines directed mainly at favourite targets of Japanese xenophobes: Iranians, Chinese, Koreans and US servicemen.

Human rights activists said the magazine was indicative of the climate of fear of foreigners created by conservative newspapers and politicians, notably the governor of Tokyo, Shintaro Ishihara.

"It goes beyond being puerile and into the realm of encouraging hatred of foreigners," Debito Arudou, a naturalised Japanese citizen, told the Guardian. "The fact that this is available in major bookstores is a definite cause of concern. It would be tantamount to hate speech in some societies."

One section is devoted to the alleged tricks foreign-run brothels use to fleece inebriated Japanese salarymen, while another features a comic strip retelling, in graphic detail, the murders of four members of a Japanese family by three Chinese men in 2003.

An "Alien Criminal Worst 10" lists notorious crimes involving foreigners from recent years, including the case of Anita Alvarado, the "Chilean geisha" blamed by some for forcing her bureaucrat husband, Yuji Chida, to embezzle an estimated 800m yen from a local government. Mr Chida, who is Japanese, is serving a 13-year prison sentence.

The magazine's writers are equally disturbed by the apparent success foreign men have with Japanese women: hence a double-page spread of long-lens photographs of multinational couples in mildly compromising, but apparently consensual, positions.

Mr Arudou accused the mainstream press of exploiting the supposed rise in foreign crime by failing to challenge official police figures. Although the actual number of crimes has risen, he said, so has the size of the foreign population.

"The portrayal [of foreign criminals] is not one of a neutral tone," he said. "They don't put any of the statistics into perspective and they don't report drops in certain crimes."

The magazine's publication coincides with warnings more foreigners should be encouraged to live and work in Japan to counter the economic effects of population decline and the greying society.

The current population of 127 million is expected to drop to below 100 million by 2050, when more than a third of Japanese will be aged over 64.

"I think we are entering an age of revolutionary change," Hidenori Sakanaka, director of the Japan Immigration Policy Institute and an advocate of greater immigration, said in a recent interview.

"Our views on how the nation should be and our views on foreigners need to change in order to maintain our society."

This book is very well researched. The photos are incredible. It’s hard to believe that this came about without police cooperation. There is information in it that only the police are generally privy to (such as passport photos of suspects)!

The first impression is one which hardly needs explanation. Crazed faces of killers putting bullet holes in the cover, with classic ethnic profiles (center stage is what appears to be a slitty-eyed member of the Chinese Mafia), with a Jihadist, generic white and black people, and caricatures of both N and S Korean leadership in the very back–all coming to get you, the reader. Along with a listing of the countries covered inside (complete with flags), it advertises interviews with the National Police Agency (NPA–who will be “thoroughly” chasing down “gaijin crime”) and ex-cop and “crime expert” Kitashiba Ken (who is quoted as saying that “everyone will become a target of ‘gaijin crime’ in 2007″).

The take-home message at the bottom: “SHOULD WE LET THE GAIJIN LAY WASTE (juurin) TO JAPAN?”

The next pages develop their case for Tokyo as a “Lawless Zone” (fuhou chitai, or “dangerous zone” in katakana, just in case you missed the point), listing up the obviously anarchic areas of Shibuya, Shinjuku, and Roppongi. Often categorized by country (China, South Korea, Iran, Brazil, Philippines, black people…) and crime (stabbing, smuggling, kidnapping, attempted murder, assault, petty theft, gangland whacks, youth gangs…),

But then we go off the scale with the most famous pages in the book–showing gaijin and Japanese women engaging in public displays of affection and heavy petting on the street. The headlines are full of vitriol: “OI, N*****R, GET YOUR HAND OFF THAT J GIRL’S ASS!!”, “YOU B*TCH*S THINK GAIJIN ARE THAT GREAT?!!” (with subtitles about comparative size and hardness), “HEY HEY HEY, NONE OF THAT T*T RUBBING ON THE STREET!!”, and, of course, the prize-winner: “HEY HEY HEY, GET YOUR HAND OUT OF THAT GIRL’S P***Y IN PUBLIC!”

Something on the US military, whose crimes are “too small” (bag snatching, shoplifting, petty theft, bilking taxi drivers…) yet still cast doubt on their real ability to “keep peace in the Far East”.

This is an example why our battle against the jew should not be so difficult. They are out to destroy every homogenous culture in the world, not just white civilizations. Brave of you to take the risk to acknowledge there are some certain non-white cultures that do have merit in various areas, and recognize they too are "at-risk" - It really illustrates how basic the struggle really is ona "global level" , it's the "civilized vs the savages" . Our issue is racial AND cultural. I personally don't believe the savages can be "tamed & trained", nor do I want to be influenced by their Dys-Culture, Un-Culture, whatever one could call it, it is primitive, dangerous, dirty, crude- there are many adjectives- none good. One *can* think of some aspects of some n/w cultures that have validity, whether it be art, music, dance, war strategy, like Sun Tzu, etc.. but this most definitely does NOT apply across the board . I agree completely. Of all non-whites I think I like the japs the best. I think Hitler allied Himself with Japan for a good reason, and not just strategy. I agree with you 100%. My feeling is if we can awaken nationalism in all corners of the globe (which is exactly what multiculturalism is trying to extinguish), then the jews will have no where to run or hide. After the cancers are eliminated from all regions, then we would be able to easily take care of the rest of the problems we have here. As long as the jew is in power here (and possibly as long as they are in control in important regions elsewhere) we will never really have a chance. There are definitely other cultures and races that are contributors to mankind (like the japanese) and others that will never really evolve. Look at the population explosion in Africa - if we never got involved their population would still be relatively low due to starvation, disease, tribal warfare, etc. Now they overproduce, and it is us who feeds them and immunizes them helping their population to explode. Remove the jew, and the natural order of things would once again return worldwide...
