A spokesman from the Nihon Keizai Shimbun president's office said, "We seriously regret that our employee was arrested. We will consider punishment after hearing all the details." (Mainichi)

Uekusa, 45, a visiting professor at the graduate school of Nagoya University of Commerce and Business, molested the 17-year-old girl on a Keihin Kyuko Line train between Shinagawa and Keikyu Kamata stations at about 10:10 p.m. on Wednesday night, police said. He was arrested at Keikyu Kamata Station after two male passengers subdued him.

Uekusa's alleged actions came to light after the girl reportedly screamed, "Stop it."

He was drunk at the time of the purported incident. "I don't remember what happened," Uekusa was quoted as saying.

Earlier in April 2004 when he was a graduate school professor at Waseda University, Uekusa was arrested for trying to look up the skirt of a high school girl at JR Shinagawa Station by using a hand mirror. He was indicted for the 2004 incident and fined 500,000 yen. He didn't appeal the ruling on the 2004 case, but has since insisted he was not guilty.

"We haven't confirmed the details. So, we cannot comment on the issue at this stage," said an official at Nagoya University of Commerce and Business. (Mainichi)

At times, celebrity economist Kazuhide Uekusa's sleight of hand was so adept it must have seemed he was doing it with mirrors. According to a conviction he received two years ago, he was actually doing it with mirrors. And the reason why it was added to his criminal record then was because the mirror was being slipped under a schoolgirl's skirt.

Despite vehemently denying the allegations against him, Uekusa had plenty of time for some constructive reflection as his career as a talking head came to an abrupt halt following his arrest. It was only recently that he was beginning to resurface in public. But the inside of schoolgirls' skirts has lured him into trouble again, and when he was arrested on Sept. 13 -- the third sex crime charge he has faced in the past eight years -- it was his hand that was going up there instead of a mirror.

"Uekusa's earlier claims that he had been framed actually carried a bit of weight. He paid the 500,000 yen fine handed down to him, but said he did so under duress. He insisted on his innocence and claimed he had been forced into making a confession," a reporter who has covered Uekusa's scandals tells Shukan Shincho. "This theory built up that he was being persecuted by the government and he got quite a bit of support."

But any backing he may have had all but disappeared on the fateful Sept. 13 ride on a Keihin Kyuko train when he was supposed to have fondled the buttocks of a second-year high school girl. Again, Uekusa is protesting his arrest and insists he is innocent. But those who came to his aid following his earlier arrest aren't as keen to get behind him now.
"He denies the allegations and normally you'd believe him," says a spokesman for Daichikosho Co., a brokerage that employed Uekusa. "We're shocked, shattered and shamed."

Kyokuto Securities Co., another Uekusa employer, tells a similar story.

"We thought he'd gotten over that sort of stuff," a spokesman tells Shukan Shincho. "We feel betrayed."

Yasuo Suzuki, chief editor of the magazine Boss and one of the earliest advocates of Uekusa's rehabilitation after his previous arrest, was another who was disappointed, but for slightly different reasons.

"I suggested he do a story titled 'A Hand Mirror View of the Japanese Economy,' but he wasn't keen on that at all," Suzuki says. "Anyway, he's sick. He'll never get better."

Nihon University law professor Hiroshi Itakura also paints a bleak picture for Uekusa.

"He was fined for a sex crime eight years ago, which makes this arrest his third offense, showing that his behavior is both habitual and showing a lack of remorse," the legal expert says. "I'd say he's looking at up to six months behind bars if convicted this time."

But not everybody has given up on the allegedly naughty number cruncher.

"(Uekusa's) arrest came just before he was about to release an expose that would have offered conclusive proof that the police set him up the last time. The police didn't want the book out, so framed him again," Masahi Ono, head of the Association for Japanese Economy Recovery, tells Shukan Shincho. "Personally, I believe his 2004 conviction was a set-up. I'd have no hesitation calling him out to lecture here." (By Ryann Connell)

Yamano admits to the allegations.

"I just couldn't help myself. I'm so sorry," he said.

Police said Yamano was riding a Nankai Koya Line train on Friday night when he walked up behind a 20-year-old woman standing near the carriage door and began touching her and rubbing his crotch against her.

Another law enforcer riding the train at the same time noticed what was going on and when Yamano alighted at Kitanoda Station, the law enforcer arrested him.

Yamano had been out drinking with buddies before the incident, quaffing about seven jugs of beer. He was on his way home when the incident occurred at about 10:20 p.m. (Mainichi)

Celebrity economist Kazuhide Uekusa's arrest last month for groping -- his third sex charge in eight years -- has thrown the spotlight on the scores of train molesters who simply cannot help themselves.

Train Cafe, an adult's club in the basement of a seedy building in Tokyo's Ikebukuro district, claims to be combating the crime of molestation by getting chikan, or gropers, off the streets.

Train Cafe is a members' only club and is staffed by young women dressed in school uniforms or aprons. Membership costs 5,000 yen and there is a 2,000 yen payment for a cup of tea levied with each visit. A subsequent payment of 3,600 yen for 20 minutes permits members to partake of Train Cafe's services.

Those services are carried out in a room refurbished so that it looks exactly like the inside of a carriage on the Yamanote Line, the train that loops the central Tokyo area. Young women stand at strategic points in the carriage and patrons are permitted to fondle them in whatever way they please. An extra payment of 5,000 yen gives patrons the option of selecting the woman they want to ride with for a 15-minute period.

Male customers, of who the club says there are 4,000, are not allowed to ejaculate in the establishment.

Train Cafe members are offered a virtual reality trip on the Yamanote Line.

"During the 20 minute session, the trip takes you from Ikebukuro to Meguro (about one-third of the Yamanote Line's 60-minute complete loop). With each stop, the doors of the carriage open and the girls get on and off the train. We use actual recordings of the conductors' announcements and LCD screens outside the window display actual footage of the trip along the Yamanote Line," Train Cafe's operator tells Weekly Playboy. "We cannot be beaten when it comes to reality."

Train Cafe's operator tells the weekly that the club's membership is largely based on men in the early to mid-40s. He adds that many customers enter the establishment saying that they had just ridden trains and been driven almost mad by temptation, but made it to the club before tackling an innocent woman commuter.

"We have a crime reducing effect," the operator says.

Far from feeling demeaned, women working at the club say they enjoy it.

"I loath real chikan. But if I'm attacked by one, I'm too scared to do anything and just shut up. I really, really hate it," 20-year-old Rin tells the weekly. "But here, all the customers are members. You know you're going to be felt up and it's a good place to make friends, so I enjoy it." (By Ryann Connell)

Several other passengers around the woman soon subdued Takeuchi and police officers arrested him at Nishinomiya Station.

Takeuchi originally worked for the Hyogo police force but is on loan to the expressway office. (Mainichi)
