City official busted for molesting woman on train

YOKOHAMA -- A city official has been arrested for molesting a female worker from another local government on a train here late Friday night, police said Saturday.

Jun Suzuki, 40 a senior official at the Kawasaki Municipal Government's environmental assessment division, is accused of a Kanagawa prefectural ordinance banning people from creating a nuisance. He denied the allegations during questioning, investigators said.

At around 11:30 p.m., Suzuki fondled the body of a 32-year-old official of the Yokohama Municipal Government on a Sagami Railway train that was traveling in Yokohama, local police said.

The woman forced Suzuki to get off the train when it stopped at Mitsukyo Station in Seya-ku. He attempted to run away, only to be overpowered by station workers. (Mainichi)

Man suing for false arrest found 'guilty' in Tokyo groping case

A 63-year-old man who filed a damages lawsuit claiming he suffered stress by being falsely arrested and detained over molestation accusations failed to win support Monday, as a Tokyo court rejected his claims and ruled that he committed the crime.

The man, Mitsuo Okita, 63, was arrested and detained in 1999 on suspicion of molesting a woman on a train on the JR Chuo Line in Tokyo. However, after 21 days' detention, police dropped the case due to a lack of evidence.

Okita subsequently filed a lawsuit seeking 11 million yen in compensation from the Tokyo Metropolitan Government, the Kunitachi Municipal Government in Tokyo and the woman who brought the molestation accusations against him, saying he had suffered mental distress by being falsely arrested and detained.

But on Monday the Hachioji branch of the Tokyo District Court rejected the man's demand for compensation, saying the woman's claims were credible.

"The woman's testimony was concrete and sufficiently believable," Presiding Judge Shinichiro Matsumaru said in handing down the ruling, accepting that Okita had committed the crime.

Okita plans to file an appeal against the ruling.

According to the lawsuit, Okita was arrested on the spot in September 1999, after he got off the train at Kunitachi Station on the JR Chuo Line and the woman reported him to a police officer.

Okita had cautioned the woman as she was talking on her cell phone. He claimed that this had made her angry and prompted her to bring false accusations against him. (Mainichi)

Foreigner molests female police officer on train

OSAKA -- A Vietnamese national who thrust his private parts up against a female police officer as they rode a packed commuter train has been arrested, police said.

Kyoto resident Van Linh Tue, 29, a part-time clerk at an architectural office, was arrested for breaking an Osaka Prefectural Government ordinance outlawing public nuisances.

Van admits to the allegations.

Police said that at around 2 p.m. Friday, Van rode on the JR Osaka Loop Line between Kyobashi and Osaka, during which time he stood near the female police officer and thrust his private parts up against her.

Van alighted from the train in Osaka, but was overpowered when the police officer called for help. The officer was off-duty at the time of the incident. She was on her way back to her hometown in Kagawa Prefecture when the incident occurred. (Mainichi)

NTV announcer gets slap on the wrist for photographing up school girl's skirt

YOKOHAMA -- A Nippon Television Network Corp. (NTV) announcer has evaded charges for photographing up the skirt of a high school girl, officials at the broadcaster and police said Wednesday.

Kanagawa Prefectural Police sent an investigation report to prosecutors, accusing the 26-year-old whose name is being withheld, of violating a prefectural government ordinance prohibiting people from creating a public nuisance. Prosecutors subsequently chose not to indict him.

NTV said it has already taken punitive measures against him. "We're not in a position to comment on the incident because it was a private matter. However, we've already taken appropriate measures against him," an official of the NTV's public relations division said.

At around 3 p.m. on Feb. 20, police officers spotted the announcer using a camera on his mobile phone to photograph up the skirt of a 16-year-old high school girl on a passageway of JR Yokohama Station in Nishi-ku, Yokohama, according to investigators.

He evaded arrest because he admitted to the allegations during questioning. (Mainichi)

When you watch Densha De Go it does highlight the nature on trains how most people would react and try to turn a blind Eye. the Drama is a Phenomenon as it was first and Anime movie - Big Screen movie then a TV DRAMA and it is apparently based on a true story of a man from Akihabara.

Junior high school teacher denies sexual harassment charges

A junior high school teacher from the Tokyo suburb of Machida has been arrested for molesting a woman on an Odakyu Line train, police said.

Koji Iwagami, 41, a teacher at a junior high school in Setagaya-ku, has denied the allegations, saying that he didn't remember what happened in the train because he was drunk.

Police said that the teacher touched a 19-year-old woman from Kanagawa Prefecture on a train between Seijo Gakuenmae and Tama Center stations during the early hours on Wednesday. He then allegedly touched her again on the platform at Shin-Yurigaoka Station.

The woman alerted Odakyu workers at Tama Center Station. (Mainichi)

Cross-dressing top bureaucrat flashes private parts at female students

OSAKA -- A cross-dressing senior local government official has been arrested for exposing his private parts to female students on a train here last weekend, police said.

Hiroshi Ikeuchi, 56, general affairs manager at the Health and Welfare Bureau of the Amagasaki Municipal Government in Hyogo Prefecture, is accused of indecent exposure.

He admitted to the allegations during questioning. "I was steeped in a sense of freedom," he was quoted as telling investigators.

Osaka police released him and are poised to send an investigation report about the incident to prosecutors.

The mayor is apologetic about the incident. "It was an act unworthy of a public servant, and I express my heartfelt apology. The municipal government will get to the bottom of the incident and take strict measures against him," Mayor Aya Shirai said.

Ikeuchi, dressed in a mini skirt and wearing a wig, exposed his private parts to three female vocational school students aged 18 to 19 on a Hankyu Railway Takarazuka Line train while it was traveling between Nakatsu and Juso stations in Osaka Saturday night, police said.

The students overpowered him as he attempted to escape, and handed him over to police officers at Mikuni Station, the train's next stop.

Ikeuchi joined the Amagasaki Municipal Government in 1973, and assumed his current position in April after serving as industry and labor department manager and urban planning department manager. (Mainichi)

This word 'groping' is clumsy.

In our 'household' dialect we call it "haaming" from the Cantonese "haam-sup" which means 'salty and wet' and describes these sorts of people. In household talk we call these people also "Colour Wolf" from the Canto.

Wondering if we can fill the lingo with useful Jap words like

karoshi - to die at your desk from overwork
chikan - to 'haam' as above
roricon- the Lolita complex
hikikomori - teenage boys and girls locking themselves in their rooms and spending all their time on computer games

to join the likes of anime or OL which are just right for the job.

As are their actions, there are plenty of legitimate places in Japan where one can entertain all manner of sexual fantasies without violating nuisance ordinances, or more importantly, physically harassing another person.

The term chikan seems derogatory enough to suffice.

U.S. sailor arrested for allegedly groping, kissing 15-year-old girl

YOKOSUKA, Kanagawa -- A U.S. sailor accused of molesting and kissing a 15-year-old girl as she was standing in front of a train station here has been arrested, police said.

The sailor, Danny Joseph Valerie, 47, a petty officer second class stationed at the U.S. military's Yokosuka Naval Base, was arrested on the spot on suspicion of indecent assault.

Investigators accuse Valerie of groping the 15-year-old girl's breasts, and hugging and kissing her as she was talking to a friend in front of Yokosuka Chuo Station on the Keihin Kyuko Line at about 7:55 p.m. on Wednesday.

Valerie was reportedly drunk at the time. He has denied the allegations against him. (Mainichi)

Man arrested for kicking woman with nails sticking out of shoes

A 31-year-old man who kicked a woman using shoes with nails sticking out of them was arrested Monday, police said.

Seitaro Kasai, 31, was arrested on suspicion of inflicting injuries on the victim. He has reportedly admitted to the allegations.

"I wanted to injure the legs of a woman with a good figure," police quoted Kasai as saying.

Investigators said Kasai kicked the left and right calf muscles of a 28-year-old woman in front of JR Shibuya Station in Tokyo at about 6:55 p.m. on Saturday, injuring her with nails that were embedded in the toes of his shoes.

Police said Kasai trailed the woman for about five minutes, kicking her. He was apprehended after the woman dragged him into a nearby police box.

Investigators said five nails had been pushed into Kasai's shoes, and each of them was sticking out 1 or 2 millimeters. Police seized two similar pairs of shoes from Kasai's home, along with about 100 nails. They suspect he was responsible for several similar attacks in the past. (Mainichi)

The transvestite tales of a public pen-pusher

"She" strutted into the train carriage, hitched up "her" black miniskirt, and slumped down on the Hankyu Line train seat with "her" legs spread. From a hole in "her" pantyhose protruded an object that not only gave away the fact that "she" was a "he," but also suggested that he was in a very happy mood, indeed, according to Shukan Asahi (6/23).

He/she was 56-year-old Yutaka Ikeuchi, who was arrested for indecent exposure. Police collared him when he tried to escape after a group of girls on the train started asking him what the hell he thought he was doing.

"He gave us a false name at first, but then let us know that he had an apartment in Toyonaka, Osaka Prefecture," a police source tells Shukan Asahi.

When he's not prancing around Kansai wearing women's clothing, Ikeuchi is actually every bit as stiff and staid as he was on the train; only in a different way, as the head of the general affairs division in the Amagasaki Municipal Government's Welfare Bureau.

Ikeuchi joined the government in 1973, filling a number of prominent positions and becoming a veteran pen pusher. Public servants are shocked at the fate that has befallen him.

"His wife called us one Monday morning, saying that she hadn't seen her husband since he left their home early Saturday and wondering if something had happened to him," an Amagasaki official tells Shukan Asahi. "We had no idea he was into cross-dressing. We were shocked when the police contacted us and told us about it."

While Ikeuchi may have a 30-plus-year career shuffling papers, that's not the only career he can boast of carrying out for more than three decades -- he's also been dressing up as a woman since his 20s. Ikeuchi is a member of an Osaka crossdressers' club. When he was arrested, he was on his way back to the Toyonaka apartment where he stores his women's clothes before dressing as a man again and returning to his wife's side at their home in Nishinomiya, Hyogo Prefecture.

"You can tell clearly at first sight that he's a man, but his walk and hip-swaying showed the results of 30 years of practicing. When he was arrested, he was carrying a bunch of condoms and tampons. He wasn't wearing undies when he was arrested, either. Apparently, he'd been messing around at the crossdressers' club and was so excited he forgot to put them back on again when he left. I don't know exactly what he'd been getting up to there," the investigation insider says. "His wife apparently had no idea he'd been doing this for years."

Amagasaki Mayor Aya Usui, who, the weekly makes a point of noting, is a former airline stewardess, has promised to crack down on Ikeuchi.

"It's not appropriate behavior for a public servant," the mayor says.

Ikeuchi has been suspended from work pending a decision on how to treat him. He has admitted his guilt in the case.

"I wanted liberation," the weekly quotes him saying to the police.

In the meantime, Ikeuchi is trying to keep a lid on the incident.

"I beg you, keep this quiet," Shukan Asahi quotes Ikeuchi saying when its reporters approached him at home to question him about the case. "It's gotta be kept quiet or it'll cause uproar." (By Ryann Connell)
