Celebrity economist Kazuhide Uekusa was Tuesday jailed for four months by the Tokyo District Court for fondling a woman's buttocks on a train.
Uekusa, 46, also a former graduate school professor, was found guilty of breaking a Tokyo Metropolitan Government ordinance forbidding people from creating a public nuisance.
Uekusa had vehemently denied the allegations against him, entering a not guilty plea at his trial and saying that he was the victim of mistaken identity with the real criminal having fled by the time the victim turned around and spotted him.
But prosecutors, pointing out Uekusa's prior conviction of breaking the same ordinance, demanded he be put behind bars.
"The chance he will re-offend is high," a prosecutor said.
The court sided with prosecutors, but did not send Uekusa away to jail for the six months the prosecutors had demanded.
Court records showed that on the night of Sept. 13 last year, Uekusa fondled the buttocks of a woman traveling on the same Keihin Electric Express Railway Co. line train between Shinagawa and Kamata in Tokyo.
In 2004, Uekusa was convicted of breaking the public nuisance ordinance after he was caught using a hand mirror to look up a young girl's skirt. He was fined 500,000 yen for the offense.

Large numbers of high school girls are often seen going into the roomier johns and those in the know say the kind of business they're getting up to is not what normally goes on in public conveniences.
"They're actually engaged in burusera trading inside there," a writer specializing on the adult entertainment world tells Spa! Burusera, of course, is the name given to the panty trade, with the term derived from the manufactured English phrase "bloomer seller."
"Recently," the writer continues, "many of the contact points specified for meetings on burusera sites have been the disabled toilets at railway stations. Girls selling their panties prefer it this way because they don't have to go through burusera shops and can therefore increase their margins."
That's been precisely the case for 17-year-old Maki, a schoolgirl who has been using a disabled toilet at a suburban Tokyo railway station for the past two years as the place to sell her soiled underwear.
"Customers prefer it this way, too, because you never know for sure if the panties you buy at a burusera shop are the real thing. There's always that doubt. And on top of that, buyers pay extra if they see you take off your panties in front of them. We can barter together and I can get somewhere from 5,000 yen to 7,000 yen if I strip off my panties in front of the buyer," Maki tells Spa! "You get more money for panties the longer you've been wearing them and the dirtier they get. Depending on the circumstances, there are some guys who'll pay as much as 20,000 yen for a single pair of panties."
Girls like Maki have few qualms about carrying out their illegal and illicit trade in toilets that are supposed to provide access to people who struggle to use regular facilities. They say the disabled toilets provide them with a safety not available with alternatives.
"Some of the weirdoes who buy used panties can be really scary, Sometimes, they kind of leer at you as though they're going to swoop down on you any second. If I'm in a station's disabled toilet, people can hear my cries for help and safety is never far away," Maki says. "You can't get that peace of mind in places like love hotels."
Maki adds there are also other convenient aspects about public conveniences.
"Occasionally, and I mean really occasionally, there are perverts who'll give you money if you spit, or piss, or smeg for them," schoolgirl Maki tells Spa! "At those times, doing business in the toilet makes things so much easier." (By Ryann Connell)

Police said the official spent several minutes fondling the woman's breasts as they traveled from Shinkoiwa to Kinshicho stations on the JR Sobu Line on the morning of Oct. 4. When they arrived at the station, the woman grabbed the official and handed him over to the police.

A man accused of groping a female commuter threw Tokyo's busy rail network into disarray over the weekend after he jumped onto the tracks and ran away to elude capture, police said.
The man, who was described as being about 50 and clad in a T-shirt and trousers, jumped onto the tracks at Shinagawa Station and ran away.
He disrupted train traffic, causing delays in 42 trains, sometimes for as long as 26 minutes, affecting an estimated 27,000 commuters.
Police said that at about 6:15 p.m. Sunday night the man got onto a JR Yamanote Line train at Gotanda Station and thrust himself from behind into the rear of a woman in her 20s. When the train arrived at Shinagawa Station two stops away, the woman grabbed a station attendant and told him that the man was a groper. The man jumped onto the tracks and ran away.

The girl managed to overpower him and forced him to get off at a station. Miyazawa attempted to escape but other passengers captured him on the platform. He was on his way home at the time of the incident.

At around 8:10 p.m. on Wednesday, a passenger on a Tokyu Railway Denen-Toshi Line train notified the conductor that a man was exposing his private parts, according to investigators. Alerted by the conductor, a worker at Azamino Station in Aoba-ku, Yokohama, asked Sato to come to a station office for questioning. The suspect then hit the worker in the face.
Sato attempted to escape, but the station worker overpowered him and handed him over to police officers. Sato was on his way home after drinking with a colleague.

Newspaper officials said they would deal with the matter strictly.
"We're still confirming the facts, but if this is true we want to deal with this strictly," said Ichizo Kawatsu, deputy head of the editorial division of the Tokyo Shimbun, which is published by the Chunichi Shimbun company.

In a densely populated city like Tokyo, there are precious few places where one can engage in sex in a public place without attracting smirks or disapproving stares. Or inviting arrest.
But Asahi Geino (12/27) reports a 58-year-old trading company employee named Kazuo Wada (a pseudonym) has discovered what might be the ideal spot to do the dirty deed.
"I get on the Yurikamome Line," he tells the magazine, naming a 14.7-kilometer elevated rail line that runs from Toyosu in Koto-ku to Shimbashi in Minato-ku. "It's completely automated, with neither driver or conductor. The front of the train is surrounded by glass windows --- so it's got a panoramic view. I get on with my girlfriend on the morning's first departure."
Wada, who's been through three divorces, is currently dating about half a dozen different women in their 20s and 30s. He confesses he's a sucker for a pretty face.
"I've taken out Russian and French gals too," he adds. "The oldest was 32."
Wada's technique is to escort his companion to the first train departing Toyosu Station at 5:41 a.m. and take a seat at the very front of the train. His lady love usually comes clad in a full-length overcoat with nothing -- or panties at the most -- on beneath, and boots.
To verify that Wada's claim was indeed possible, Asahi Geino's reporter boarded the train at Toyosu at the same early hour confirmed that, sure enough, only a small number of passengers embarked or disembarked throughout its run.
So, once the hubba-hubba choo-choo starts rolling, how does Wada-san proceed?
"First we cuddle up and hug," says Wada, "and then we'll kiss. This is usually enough to get her hot. Gradually we start groping each other.
"I'll run my hands inside her coat, and start to finger her down there, until she's good and hot," he says. "Then I'll suggest she fondle me, or that we change our position and try it standing up. There have been times when she got so damp, she left a wet spot on the seat cushion. Then as an exercise in humiliation, I'll pull down my zipper and make her give me a blow job."
Wada's train trysts get even hairier by the time he reaches the eight stop, since from this segment the route takes the cars within close range of several offices and residential buildings, whose occupants might conceivably catch a glimpse of his bawdy bonking. Likewise, from about that point trains on the line begin passing in the other direction, but according to Wada, this merely serves to elevate the excitement.
"I'll get her to sit on my lap, with her back facing me, and ram it in," he grins. "Naturally we don't use a condom. I'm a big guy, so that's usually enough to block the view of what we're doing from passengers in the back of the train. As the train pulls into Shimbashi, Wada-san is obliged to, uh, pull out; but the hour is still early, and there have been occasions when he and his feisty female friend decided that a one-way wham-bam wasn't enough, and embarked on an encore, re-boarding for complete coital round-trip. Of course by this time it's after 6:00 a.m. and more people are up and about. But this sense of risk and adventure, says Wada, only serves to make inflame his partner's passion.
Wada tells Asahi Geino he began his trysts aboard the Yurikamome Line two years ago, but has been making it in public places for about a decade.
"Once I infuriated a cop who caught us in a toilet stall at a public park," he smirks.
"Actually there are a fairly large number of couples who enjoy exposing themselves on while on trains," notes Akira Natsuoka, editor of "Nyannyan Club," a magazine that appeals to readers with an exhibitionistic fetish. "The Keisei Skyliner and Tsukuba Express seem popular," he adds, naming two long-distance lines linking Tokyo to nearby cities. "The latter is relatively empty and a lot of its stations are unmanned, and there are crevices in the stations where couples can make out. But this is the first I've heard about anybody doing it aboard the Yurikamome Line. On the train I guess blow jobs are doable, but I can't believe many people manage to go all the way. This Mr. Wada is definitely an advanced practitioner. We'd love to have him submit an article to us!"

OSHU, Iwate -- East Japan Railway Co. (JR East) has rejected calls to stick up posters promoting a local "naked festival," saying there are many women who aren't comfortable seeing men naked.
The Oshu Municipal Government had sought permission from the Morioka branch of JR East to display the posters advertising Kokuseki Temple's Somin Festival at stations, but JR East said the posters could not be displayed unless the images were changed.
"As sexual harassment becomes more of a problem, the standards for displaying posters in public spaces are becoming stricter," a representative of the Morioka branch of JR East explained. "It wasn't just that it was out of line because there was nakedness; the pictures showed things that were particularly unpleasant for women, such as chest hair, and it was decided that showing them things they didn't want to see was sexual harassment."
In the festival, crowds of men wearing nothing but loincloths participate in scrambles using sacks called sominbukuro. The festival, which has continued for about 1,000 years, is held in the hope of warding off plagues and producing bumper crops. This year, it will be held between the evening of Feb. 13 and early Feb. 14.
The poster in question combines three photos, showing a close-up of a bearded man with a hairy chest, and men in the background wearing loincloths.
The city retouched some of the loincloths, but decided that it would be difficult to completely alter images as JR had requested. It has reportedly decided to decrease the number of posters by about 200 to 1,400, and will display them in the city and in the Tokyo metropolitan area instead.
Oshu Municipal Government official Yuzuru Sasaki said that efforts to liven up the festival would continue in spite of the setback.
"The number of tourists might drop, but we want to display the posters in the city and ask tourist facilities in the metropolitan area to display them to pump up the festival," he said.

A male commuter described the upskirt photographer as appearing to be in his 30s and dressed in a business suit.
"He was a well-dressed guy and I thought he was running away because he'd had a fight with a girlfriend," the commuter said. "He's a nuisance for stopping all the trains."
Police said the man carrying a bag placed himself behind a 25-year-old woman as they rode an escalator toward the station platform. She felt that he was filming up her skirt and tried to confront the man, but he jumped down from the platform, onto the tracks and ran away on foot.
Police continue searching for the man.

OTSU -- A man who raped a woman in the toilet on the JR Hokuriku Line Thunderbird express train was Thursday jailed for 18 years by the Otsu District Court.
Takamitsu Uezono, 36, a demolition worker from Konan, Shiga Prefecture, was found guilty of multiple counts of rape and for inflicting bodily injury.
"You rendered your victims incapable of resistance and then raped them in improper crimes that were brazen and extremely callous," Presiding Judge Yoshinobu Osaki said as he handed down the ruling.
On the night of Aug. 3, 2006, Uezono sat down next to a 21-year-old woman riding the Thunderbird on its journey from Toyama to Osaka, told her that he would kill her if she made a disturbance, then fondled her breasts. He later dragged her into a toilet on the train and brutally raped her.
On Dec. 21, 2006, Uezono raped a 27-year-old woman who had been riding on a JR Kosai Line train traveling through Otsu. He also raped another 20-year-old woman in a toilet on the station at JR Ogoto Station in Otsu.
